【摘要】：隨著經(jīng)濟的快速發(fā)展，建筑業(yè)已經(jīng)成為我國的支柱產(chǎn)業(yè)之一，在國民經(jīng)濟生活中扮演著重要的角色，工程項目管理也逐漸被施工企業(yè)廣泛關(guān)注。工程價格對施工企業(yè)的收入和支出有很大的影響，因而作為項目管理的一部分，工程價格管理就顯得越發(fā)重要。如何提高施工企業(yè)的價格管理水平已成為熱門話題，探尋適合市場條件下的工程價格有助于提升施工企業(yè)的整體管理水平和國際競爭力，有利于施工企業(yè)的長期發(fā)展。 本文以施工企業(yè)的工程投標(biāo)價格為切入點，主要研究在招投標(biāo)階段，施工企業(yè)生產(chǎn)要素價格合理確定的問題。文章僅僅針對生產(chǎn)要素價格，在既有的評標(biāo)辦法下，對如何使投標(biāo)價格達(dá)到最優(yōu)進(jìn)行了探討。 1）總結(jié)了國外發(fā)達(dá)國家在計價方面的研究現(xiàn)狀，并闡述了國內(nèi)的研究成果，通過對比分析，找出在價格管理方面我國同國外的差距以及目前尚存在的問題。 2）闡述了工程價格的組成，確定了工程成本的內(nèi)容；作為工程成本的主要組成部分，人工、材料和機械三大生產(chǎn)要素的價格是主要研究對象，通過分析，提出了確定生產(chǎn)要素投標(biāo)單價的方法，并給出了計算公式。 3）對生產(chǎn)要素市場詢價進(jìn)行了總結(jié)；報價應(yīng)包含一定的風(fēng)險費，分析探討了風(fēng)險在計算上存在的一些問題，對風(fēng)險費的處理提出了合理的建議，改進(jìn)了風(fēng)險的計算，給出了一種預(yù)測風(fēng)險率的簡便方法。 4）在綜合評標(biāo)法下，需要對生產(chǎn)要素的市場價格進(jìn)行調(diào)整，才能作為最終的投標(biāo)價格，通過分析各地區(qū)的評標(biāo)辦法，，確定了最優(yōu)報價的理論基礎(chǔ)，并對施工企業(yè)如何確定最優(yōu)報價進(jìn)行了實證分析。 通過以上論述，從確定生產(chǎn)要素的來源一直到確定生產(chǎn)要素最優(yōu)投標(biāo)價格這一全過程進(jìn)行了分析，為我國施工企業(yè)的價格管理提供了支持和建議。
[Abstract]:With the rapid development of economy, the construction industry has become one of the pillar industries in our country, which plays an important role in the national economic life. The project price has a great influence on the income and expenditure of the construction enterprise, so as a part of the project management, the project price management becomes more and more important. How to improve the price management level of construction enterprises has become a hot topic. It is helpful to improve the overall management level and international competitiveness of construction enterprises to explore the project price suitable for market conditions, which is conducive to the long-term development of construction enterprises. This paper takes the project bidding price of the construction enterprise as the breakthrough point, mainly studies the question that the price of the production factor of the construction enterprise is reasonably determined in the bidding stage. According to the factor price of production, this paper discusses how to make the bidding price optimal under the existing bidding evaluation methods. 1) the paper summarizes the current research situation of pricing in developed countries. Through comparative analysis, we find out the gap between our country and foreign countries in price management and the existing problems at present. 2) expound the composition of project price and determine the content of project cost; As the main component of engineering cost, the price of labor, material and machinery is the main research object. Through the analysis, the method of determining the unit price of production factor bidding is put forward. The calculation formula is given. 3) the inquiry price of production factor market is summarized, the quoted price should contain certain risk fee, some problems existing in the calculation of risk are analyzed and discussed, and some reasonable suggestions on how to deal with risk fee are put forward. The calculation of risk is improved and a simple method of predicting risk rate is given. 4) under the method of comprehensive bid evaluation, it is necessary to adjust the market price of factors of production before it can be used as the final bid price. Based on the analysis of the bid evaluation methods in various regions, the theoretical basis of the optimal quotation is determined, and the empirical analysis on how to determine the optimal quotation of the construction enterprise is carried out. Through the above discussion, the whole process from determining the source of the production factor to determining the optimal bidding price of the production factor is analyzed, which provides support and suggestions for the price management of the construction enterprises in our country.
