【摘要】：糧食安全是關系到國計民生的頭等大事,我國糧食產量實現(xiàn)了連續(xù)十一年增長,但需求剛性增長、耕地數(shù)量減少、水土資源約束、農業(yè)生產效率偏低等問題使我國糧食安全面臨嚴峻挑戰(zhàn)。2013年底召開的中央經濟工作會議確定經濟工作的首要任務為保障國家糧食安全,并提出實施以我為主、立足國內、確保產能、適度進口、科技支撐的國家糧食安全戰(zhàn)略。糧食安全戰(zhàn)略的實施需要政府強化宏觀政策部署,也需要作為市場參與主體和科技創(chuàng)新主體的農業(yè)企業(yè)發(fā)揮重要作用。農業(yè)上市公司作為農業(yè)龍頭企業(yè),其所擁有的資本、技術和管理優(yōu)勢對我國農業(yè)產業(yè)結構調整、農業(yè)科技創(chuàng)新以及農產品產能穩(wěn)定具有重要意義,應在國家糧食安全戰(zhàn)略中發(fā)揮主力軍作用,積極承擔保障糧食安全社會責任。承擔保障糧食安全責任會導致企業(yè)運營成本增加,但也會對企業(yè)核心競爭力和可持續(xù)發(fā)展能力的提升產生有益影響。經濟績效強調投入與產出的關系,是衡量企業(yè)競爭實力的重要指標。研究我國農業(yè)上市公司保障糧食安全責任與經濟績效的相關性,對國家宏觀政策實施和企業(yè)發(fā)展戰(zhàn)略制定都具有重要意義。本文在梳理國內外研究文獻和相關支撐理論的基礎上,充分結合我國特殊國情和農業(yè)上市公司發(fā)展實際,對我國農業(yè)上市公司社會責任和經濟績效現(xiàn)狀進行了分析,提出了包括鞏固主業(yè)經營、加大科研投入、提高農產品質量、發(fā)展國際化經營在內的農業(yè)上市公司承擔保障糧食安全責任路徑。選取36家農業(yè)上市公司2010-2013年的財務數(shù)據(jù)為研究樣本,對農業(yè)上市公司保障糧食安全責任與經濟績效的相關性進行實證檢驗,結果顯示農業(yè)上市公司承擔保障糧食安全責任有利于經濟績效提升。根據(jù)研究結論,從不同的主體層面提出了對策建議。
[Abstract]:Food security is the most important issue related to the national economy and the people's livelihood. China's grain production has increased for 11 consecutive years, but the demand has increased rigidly, the amount of cultivated land has decreased, and water and soil resources have been restricted. The low efficiency of agricultural production makes China's food security face severe challenges. The Central Economic work Conference held at the end of 2013 decided that the primary task of economic work was to ensure the national food security, and put forward that the implementation should be based on ourselves and based on the domestic situation. Ensure production capacity, moderate import, science and technology to support the national food security strategy. The implementation of the food security strategy requires the government to strengthen the macro-policy deployment and the agricultural enterprises as the main body of market participation and scientific and technological innovation to play an important role. As a leading agricultural enterprise, agricultural listed companies have the advantages of capital, technology and management, which are of great significance to the adjustment of agricultural industrial structure, the innovation of agricultural science and technology, and the stability of agricultural production capacity. We should play a major role in the national food security strategy and take on the social responsibility of ensuring food security. Assuming the responsibility of ensuring food security will lead to the increase of operating costs, but it will also have a beneficial impact on the promotion of the core competitiveness and sustainable development ability of enterprises. Economic performance emphasizes the relationship between input and output and is an important index to measure the competitive strength of enterprises. It is of great significance to study the correlation between the responsibility for ensuring food security and economic performance of agricultural listed companies in China, which is of great significance to the implementation of national macro policies and the formulation of enterprise development strategies. On the basis of combing the domestic and foreign research literature and relevant supporting theories, this paper analyzes the current situation of social responsibility and economic performance of agricultural listed companies in our country, combining with the special conditions of our country and the development reality of agricultural listed companies. Agricultural listed companies, including consolidating main business management, increasing investment in scientific research, improving the quality of agricultural products and developing international management, are responsible for ensuring food security. Taking the financial data of 36 agricultural listed companies from 2010 to 2013 as the research sample, this paper empirically tests the correlation between the responsibility for ensuring food security and economic performance of agricultural listed companies. The results show that the agricultural listed companies to assume the responsibility for food security is conducive to the improvement of economic performance. According to the conclusion of the study, the countermeasures and suggestions are put forward from different subject levels.
