利益驅(qū)動機制與我國高校財務(wù)危機的治理

【摘要】:正面效應(yīng)的利益驅(qū)動機制即利己與利他統(tǒng)一的利益驅(qū)動機制,是最高效的管理機制,可以達到"無為而治"的效果。我國高校為落實教育部高等教育大眾化的戰(zhàn)略,在急劇擴招擴建過程中形成了巨額的債務(wù)負擔。各級政府制定和實施了統(tǒng)一的還貸機制,幫助和促使高校積極還貸,基本化解了全國高校的債務(wù)危機。從高校財務(wù)危機管理的經(jīng)驗教訓(xùn)看,為防范新的高校財務(wù)危機,政府應(yīng)營造公平公正的競爭環(huán)境,著力發(fā)展民辦高等教育,變革公立高校的經(jīng)營管理體制。
