【摘要】：正面效應(yīng)的利益驅(qū)動(dòng)機(jī)制即利己與利他統(tǒng)一的利益驅(qū)動(dòng)機(jī)制,是最高效的管理機(jī)制,可以達(dá)到"無(wú)為而治"的效果。我國(guó)高校為落實(shí)教育部高等教育大眾化的戰(zhàn)略,在急劇擴(kuò)招擴(kuò)建過(guò)程中形成了巨額的債務(wù)負(fù)擔(dān)。各級(jí)政府制定和實(shí)施了統(tǒng)一的還貸機(jī)制,幫助和促使高校積極還貸,基本化解了全國(guó)高校的債務(wù)危機(jī)。從高校財(cái)務(wù)危機(jī)管理的經(jīng)驗(yàn)教訓(xùn)看,為防范新的高校財(cái)務(wù)危機(jī),政府應(yīng)營(yíng)造公平公正的競(jìng)爭(zhēng)環(huán)境,著力發(fā)展民辦高等教育,變革公立高校的經(jīng)營(yíng)管理體制。
