【摘要】：隨著社會(huì)的進(jìn)步和現(xiàn)代項(xiàng)目管理理論的發(fā)展,傳統(tǒng)的項(xiàng)目管理理論已經(jīng)很難適應(yīng)當(dāng)今經(jīng)濟(jì)全球化下建筑企業(yè)規(guī)范化、效益化、人性化的要求。作為新時(shí)代的企業(yè),運(yùn)用先進(jìn)的項(xiàng)目管理知識(shí)和技術(shù),追求基礎(chǔ)設(shè)施建設(shè)項(xiàng)目利潤(rùn)最大化,實(shí)施有效的預(yù)算編制及控制,合理配置基礎(chǔ)設(shè)施建設(shè)企業(yè)的資源己成為生存發(fā)展的必由之路�；A(chǔ)設(shè)施建設(shè)項(xiàng)目的預(yù)算管理關(guān)系到項(xiàng)目的效益,關(guān)系到基礎(chǔ)設(shè)施建設(shè)企業(yè)的經(jīng)濟(jì)效益和發(fā)展前景,所以,加強(qiáng)基礎(chǔ)設(shè)施建設(shè)項(xiàng)目預(yù)算管理是基礎(chǔ)設(shè)施建設(shè)項(xiàng)目企業(yè)實(shí)現(xiàn)可持續(xù)發(fā)展的需要,是貫徹科學(xué)管理的重要和基礎(chǔ)性工作。本文從官港生態(tài)游樂(lè)園內(nèi)基礎(chǔ)設(shè)施建設(shè)項(xiàng)目施工管理具體過(guò)程中所獲的一線資料出發(fā),采用基礎(chǔ)設(shè)施建設(shè)項(xiàng)目管理和預(yù)算編制及預(yù)算控制理論,圍繞施工設(shè)計(jì)和預(yù)算編制及預(yù)算控制的主題,對(duì)基礎(chǔ)設(shè)施建設(shè)項(xiàng)目設(shè)計(jì)和預(yù)算編制及預(yù)算控制中關(guān)鍵控制點(diǎn)進(jìn)行了系統(tǒng)深入的研究。本文將項(xiàng)目管理理論應(yīng)用到基礎(chǔ)設(shè)施建設(shè)項(xiàng)目預(yù)算編制及預(yù)算控制和預(yù)算中來(lái)：全文首先對(duì)國(guó)內(nèi)外預(yù)算編制、預(yù)算控制、及預(yù)算考核理論研究現(xiàn)狀進(jìn)行分析,將理論的嚴(yán)謹(jǐn)性和現(xiàn)實(shí)中基礎(chǔ)設(shè)施建設(shè)企業(yè)遇到的難題結(jié)合起來(lái)考慮,探索影響基礎(chǔ)設(shè)施建設(shè)項(xiàng)目預(yù)算外部驅(qū)動(dòng)力。第一章結(jié)合施工預(yù)算相關(guān)概念分析影響預(yù)算編制的因素和預(yù)算編制的原理和內(nèi)容,進(jìn)而展開(kāi)分析預(yù)算的組織管理和預(yù)算控制方法。第二章簡(jiǎn)要地介紹了項(xiàng)目的招標(biāo)方和投標(biāo)方及項(xiàng)目的概況。第三章通過(guò)分析基礎(chǔ)設(shè)施建設(shè)項(xiàng)目的設(shè)計(jì),得出基礎(chǔ)設(shè)施建設(shè)項(xiàng)目預(yù)算編制的工程量和對(duì)應(yīng)各個(gè)分項(xiàng)工程的預(yù)算。第四章結(jié)合案例提出基礎(chǔ)設(shè)施建設(shè)企業(yè)預(yù)算考核的方法和建議。第五章提出預(yù)算執(zhí)行和控制應(yīng)該關(guān)注的地方。第六章提出結(jié)論和展望。全文通過(guò)官港生態(tài)游樂(lè)園基礎(chǔ)設(shè)施建設(shè)項(xiàng)目預(yù)算管理案例實(shí)際,進(jìn)一步驗(yàn)證了基礎(chǔ)設(shè)施建設(shè)項(xiàng)目預(yù)算編制及預(yù)算控制的思路與內(nèi)容。整體上建立基礎(chǔ)設(shè)施建設(shè)項(xiàng)目預(yù)算計(jì)劃的管理模型。
[Abstract]:With the progress of society and the development of modern project management theory, the traditional project management theory has been difficult to adapt to the requirements of standardization, benefit and humanization of construction enterprises under the economic globalization. As an enterprise in the new era, it uses advanced project management knowledge and technology, pursues the maximum profit of infrastructure construction projects, and implements effective budgeting and control. Rational allocation of the resources of infrastructure construction enterprises has become the only way to survive and develop. The budget management of the infrastructure construction project is related to the benefit of the project, the economic benefit and the development prospect of the infrastructure construction enterprise. Strengthening the budget management of infrastructure construction project is the need of realizing sustainable development of infrastructure construction project enterprises. It is also an important and basic work to carry out scientific management. Based on the data obtained in the process of construction and management of infrastructure construction projects in Guangang Ecological amusement park, this paper adopts the theory of infrastructure construction project management, budgeting and budget control. Focusing on the theme of construction design, budget preparation and budget control, the key control points in infrastructure construction project design and budget preparation and budget control are studied systematically and deeply. This paper applies the theory of project management to the budgeting, budget control and budgeting of infrastructure construction projects. Firstly, this paper analyzes the current situation of the research on the theory of budgeting, budget control and budget assessment at home and abroad. Combining the theoretical rigor with the practical problems encountered by the infrastructure construction enterprises, this paper explores the external driving forces that affect the infrastructure construction project budget. The first chapter analyzes the factors that affect the budget making and the principle and content of the budget making, and then analyzes the organization and management of the budget and the budget control method in combination with the related concepts of the construction budget. The second chapter briefly introduces the tenderer and the tenderer of the project and the general situation of the project. In the third chapter, by analyzing the design of the infrastructure construction project, the project quantity and the budget corresponding to each sub-project are obtained. Chapter four puts forward the methods and suggestions of budget assessment of infrastructure construction enterprises. The fifth chapter proposes the budget execution and the control place which should pay attention to. Chapter six puts forward the conclusion and prospect. Through the actual case of budget management of the infrastructure construction project of Guangang ecological amusement park, the paper further verifies the ideas and contents of the budget preparation and budget control of the infrastructure construction project. The management model of the budget plan of infrastructure construction project is established as a whole.
