【摘要】：伴隨著山東省經(jīng)濟的快速發(fā)展，城市化和工業(yè)化進程的加快，環(huán)境污染問題愈加嚴重。為了落實山東省的可持續(xù)發(fā)展戰(zhàn)略，需要加強生態(tài)環(huán)境的保護與污染的治理，重視環(huán)境保護工作。作為環(huán)境保護工作的物質(zhì)基礎(chǔ)，環(huán)境保護投資的數(shù)量規(guī)模的增長是必須的，但是僅僅依靠數(shù)量的增長是遠遠不夠的。除了要有一定的環(huán)境保護投資規(guī)模外，還應(yīng)該重視環(huán)境保護投資的運行效率。環(huán)境保護投資運行效率低，不僅不能有效的改善環(huán)境質(zhì)量，反而會有可能加大環(huán)境的壓力，而且會浪費掉大量的社會資金，這對處于社會主義現(xiàn)代化建設(shè)高速發(fā)展時期的山東省是極為不利的。因此，對于環(huán)境保護投資運行效率的研究就顯得尤為重要。 本文首先在分析了國內(nèi)外對環(huán)境保護投資研究的基礎(chǔ)上，界定了環(huán)境保護投資相關(guān)的概念，并對環(huán)境保護投資的理論基礎(chǔ)進行闡述。 其次，根據(jù)山東省歷年來環(huán)境保護投資的數(shù)據(jù)，從規(guī)模、結(jié)構(gòu)、資金來源渠道方面分析了山東省的環(huán)境保護投資的現(xiàn)狀。目前，山東省環(huán)境保護投資總量雖然在不斷增加，但是仍不能滿足當(dāng)前環(huán)境狀況的需求；山東省環(huán)境保護投資的結(jié)構(gòu)仍需優(yōu)化；環(huán)境保護投資的資金來源渠道仍顯狹窄。 再次，在對山東省的環(huán)保投資現(xiàn)狀分析的基礎(chǔ)上，通過實證研究分析山東省環(huán)境保護投資的運行效率。山東省的環(huán)境保護投資的增長速度明顯快于國內(nèi)生產(chǎn)總值的增長速度，但是山東省的環(huán)境狀況并沒有得到有效的改善，山東省每年污染物的排放量仍然呈現(xiàn)上升趨勢，且上升幅度較大。雖然山東省每年的環(huán)保投資總量不斷上升，但是并沒有有效控制污染物的排放總量，造成這種結(jié)果的根本原因是環(huán)境保護投資運行效率不高。 最后，結(jié)合對山東省的環(huán)境保護投資現(xiàn)狀的研究及對山東省環(huán)境保護投資運行效率的分析，提出促進山東省環(huán)境保護投資運行效率的幾點建議：加強對環(huán)境保護資金和設(shè)施的有效監(jiān)管；合理劃分各環(huán)保投資主體的事權(quán)；發(fā)揮經(jīng)濟手段在提升環(huán)境保護投資效率中的作用；改進投融資機制，，促進投資主體多元化、投資渠道和投資方式多樣化；努力提高山東省環(huán)境保護領(lǐng)域的技術(shù)水平，提高科技成果的轉(zhuǎn)化能力；完善環(huán)境保護相關(guān)的法律法規(guī)。
[Abstract]:With the rapid development of Shandong economy and the acceleration of urbanization and industrialization, environmental pollution is becoming more and more serious. In order to implement the sustainable development strategy of Shandong Province, it is necessary to strengthen the ecological environment protection and pollution control, and pay attention to the environmental protection work. As the material basis of environmental protection, it is necessary to increase the quantity of investment in environmental protection, but it is far from enough to rely on the increase of quantity. In addition to a certain scale of investment in environmental protection, we should also attach importance to the operational efficiency of environmental protection investment. The inefficient operation of environmental protection investment not only can not effectively improve the quality of the environment, but also may increase the pressure on the environment and waste a lot of social funds. This is extremely disadvantageous to Shandong Province, which is in the period of high speed development of socialist modernization. Therefore, it is particularly important to study the operational efficiency of environmental protection investment. Firstly, based on the analysis of the research on environmental protection investment at home and abroad, this paper defines the concept of environmental protection investment, and expounds the theoretical basis of environmental protection investment. Secondly, according to the data of environmental protection investment in Shandong Province over the years, the paper analyzes the current situation of environmental protection investment in Shandong Province from the aspects of scale, structure and source of funds. At present, the total amount of environmental protection investment in Shandong Province is increasing, but still can not meet the needs of the current environmental situation; the structure of environmental protection investment in Shandong Province still needs to be optimized; the source of funds for environmental protection investment is still narrow. Thirdly, on the basis of analyzing the current situation of environmental protection investment in Shandong Province, the paper analyzes the operational efficiency of environmental protection investment in Shandong Province through empirical research. The investment in environmental protection in Shandong Province has increased significantly faster than the growth rate of GDP, but the environmental situation in Shandong Province has not been effectively improved. The annual emissions of pollutants in Shandong Province are still showing an upward trend. And the rise is larger. Although the total amount of environmental protection investment in Shandong Province is increasing every year, the total amount of pollutant emission has not been effectively controlled. The fundamental reason for this result is that the operation efficiency of environmental protection investment is not high. Finally, combined with the research on the current situation of environmental protection investment in Shandong Province and the analysis of the operating efficiency of environmental protection investment in Shandong Province, Several suggestions are put forward to promote the efficiency of environmental protection investment in Shandong Province: strengthening the effective supervision of environmental protection funds and facilities, rationally dividing the administrative power of each environmental protection investment body; Give full play to the role of economic means in improving the efficiency of investment in environmental protection; improve the mechanism of investment and financing; promote diversification of investment subjects, channels and ways of investment; and strive to improve the technological level in the field of environmental protection in Shandong Province. Improve the ability to transform scientific and technological achievements; improve the laws and regulations related to environmental protection.
