冷熱電三聯(lián)供分布式能源綜合效益分析

【摘要】:隨著能源可持續(xù)發(fā)展戰(zhàn)略的不斷深入,提高能源利用率和保護(hù)地球環(huán)境逐漸成為能源發(fā)展的主題,在這一背景下,天然氣冷熱電聯(lián)供作為重要的第二代能源技術(shù)在全世界范圍內(nèi)受到廣泛的關(guān)注。本文以天然氣冷熱電聯(lián)供的綜合效益為研究對(duì)象,從天然氣冷熱電聯(lián)供系統(tǒng)的財(cái)務(wù)效益、環(huán)境效益和社會(huì)效益進(jìn)行分析和評(píng)價(jià),突出天然氣冷熱電聯(lián)供系統(tǒng)的綜合效益,促進(jìn)其在我國(guó)的發(fā)展。 首先,從天然氣冷熱電聯(lián)供系統(tǒng)的成本收益及特殊性兩個(gè)方面分析了影響天然氣冷熱電聯(lián)供系統(tǒng)投資效益的影響因素,構(gòu)建天然氣冷熱電聯(lián)供系統(tǒng)投資收益的評(píng)價(jià)指標(biāo)體系。為促進(jìn)天然氣冷熱電聯(lián)供系統(tǒng)的發(fā)展,降低其運(yùn)行風(fēng)險(xiǎn),本文對(duì)影響該系統(tǒng)經(jīng)濟(jì)性的風(fēng)險(xiǎn)因素進(jìn)行分析,通過(guò)調(diào)查問(wèn)卷對(duì)各類風(fēng)險(xiǎn)因素進(jìn)行調(diào)查,采用因子分析法對(duì)關(guān)鍵的風(fēng)險(xiǎn)因素進(jìn)行識(shí)別,得出電力外送風(fēng)險(xiǎn)、天然氣價(jià)格風(fēng)險(xiǎn)、上網(wǎng)電價(jià)補(bǔ)貼風(fēng)險(xiǎn)為天然氣冷熱電聯(lián)供系統(tǒng)的關(guān)鍵風(fēng)險(xiǎn)源。 其次,對(duì)我國(guó)電源市場(chǎng)進(jìn)行分析比較,從環(huán)境保護(hù)角度出發(fā),與常規(guī)燃煤電站在大氣污染物排放方面進(jìn)行對(duì)比分析,并引進(jìn)美國(guó)大氣污染物排放收費(fèi)標(biāo)準(zhǔn)和罰款制度,結(jié)合中國(guó)國(guó)情對(duì)天然氣冷熱電聯(lián)供系統(tǒng)環(huán)保效益進(jìn)行了評(píng)價(jià);通過(guò)模型計(jì)算出天然氣冷熱電聯(lián)供系統(tǒng)環(huán)保效益,并對(duì)減排產(chǎn)生的環(huán)保效益進(jìn)行分析。 然后,為實(shí)現(xiàn)天然氣冷熱電聯(lián)供系統(tǒng)的綜合效益,構(gòu)建了包含了環(huán)境效益、經(jīng)濟(jì)效益及社會(huì)效益三方面的評(píng)價(jià)指標(biāo)體系,并提出基于AHP-灰色三角白化權(quán)函數(shù)的綜合評(píng)價(jià)模型,以期全面科學(xué)地反映天然氣冷熱電聯(lián)供的綜合效益。 最后,以某天然氣冷熱電聯(lián)供建設(shè)項(xiàng)目的實(shí)例對(duì)天然氣冷熱電聯(lián)供系統(tǒng)的綜合效益進(jìn)行評(píng)價(jià),得出天然氣冷熱電聯(lián)供項(xiàng)目具有較好的財(cái)務(wù)效益及優(yōu)越的綜合效益,為天然氣冷熱電聯(lián)供系統(tǒng)的發(fā)展提供理論支持。
[Abstract]:With the continuous development of energy sustainable development strategy, improving energy efficiency and protecting the earth's environment gradually become the theme of energy development, in this context,As an important second generation energy technology, natural gas cooling and heat supply has been paid more and more attention all over the world.In this paper, the comprehensive benefit of natural gas combined cooling and heat supply system is studied and analyzed and evaluated from the financial benefit, environmental benefit and social benefit of the natural gas combined cooling and heat supply system, and the comprehensive benefit of the natural gas combined cooling and heat supply system is highlighted.Promote its development in our country.Firstly, from the aspects of cost, benefit and particularity of natural gas combined cooling and heat supply system, this paper analyzes the factors that affect the investment benefit of natural gas combined heating and cooling system, and constructs the evaluation index system of the investment return of natural gas combined heating and cooling power supply system.In order to promote the development of natural gas combined cooling and heat supply system and reduce its operational risk, this paper analyzes the risk factors that affect the economy of the system, and surveys all kinds of risk factors by questionnaire.The key risk factors are identified by factor analysis method, and the key risk sources of natural gas supply system are derived from the risk of electric power outputting, natural gas price risk and electricity price subsidy risk.Secondly, it analyzes and compares the power supply market of our country, from the point of view of environmental protection, compares and analyzes the emission of atmospheric pollutants with conventional coal-fired power stations, and introduces the United States system of charging standards and fines for the discharge of atmospheric pollutants.According to the situation of China, this paper evaluates the environmental benefit of natural gas combined cooling and heat supply system, calculates the environmental protection benefit of natural gas combined heating and cooling system through the model, and analyzes the environmental protection benefit from emission reduction.Then, in order to realize the comprehensive benefit of natural gas combined cooling and heat supply system, an evaluation index system including environmental benefit, economic benefit and social benefit is constructed, and a comprehensive evaluation model based on AHP- gray triangular whitening weight function is proposed.In order to reflect the comprehensive benefits of natural gas combined cooling and heat supply comprehensively and scientifically.Finally, the comprehensive benefit of the combined cooling and heat supply system of natural gas is evaluated with the example of a natural gas combined cooling and heat supply project, and it is concluded that the project has better financial benefit and superior comprehensive benefit.It provides theoretical support for the development of natural gas combined cooling and heat supply system.
