【摘要】：正一、校院兩級財務(wù)管理模式構(gòu)建(一)財務(wù)管理模式建立原則校院兩級財務(wù)管理模式的機(jī)構(gòu)設(shè)置必須遵循《中華人民共和國高等教育法》、《高等學(xué)校財務(wù)制度》以及其他相關(guān)法律法規(guī)的基本要求,不得與相關(guān)的法律法規(guī)相沖突。同時,我國的高等教育建設(shè)管理工作在現(xiàn)階段的社會背景之下還離不開國家以及各級黨政機(jī)構(gòu)的領(lǐng)導(dǎo)與支持,堅持黨的領(lǐng)導(dǎo)和指導(dǎo)是保證財務(wù)管理工作最基本的原則之一,因此,各財務(wù)管理機(jī)構(gòu)必須堅持黨的領(lǐng)導(dǎo),要在學(xué)校黨委、學(xué)院黨總支的指導(dǎo)和監(jiān)督下開展工作。
