基于LCC的變電站建設(shè)項(xiàng)目成本管理分析與應(yīng)用研究

【摘要】:電力作為一種清潔能源,在現(xiàn)代社會(huì)中起到越來(lái)越重要的作用,電力設(shè)施的建設(shè)也進(jìn)入一個(gè)蓬勃發(fā)展的時(shí)期。變電站建設(shè)項(xiàng)目作為電網(wǎng)的重要組成部分,在電力系統(tǒng)的整體運(yùn)行中起到舉足輕重的作用。然而,由于種種原因,我國(guó)變電站建設(shè)項(xiàng)目的管理中存在很多問(wèn)題,尤其是成本管理,缺乏系統(tǒng)的集成的思想來(lái)統(tǒng)一指導(dǎo)。 本文首先從LCC基礎(chǔ)理論出發(fā),針對(duì)我國(guó)變電站建設(shè)項(xiàng)目成本管理現(xiàn)狀,研究了其實(shí)施LCC管理的必要性和可行性。然后,在變電站建設(shè)項(xiàng)目全壽命周期集成化管理構(gòu)架下,對(duì)LCC進(jìn)行了結(jié)構(gòu)分解,應(yīng)用定量分析的方法對(duì)LCC進(jìn)行了計(jì)算分析,在此基礎(chǔ)上研究了項(xiàng)目決策方案的選擇問(wèn)題。在決策方案選擇之后,本文對(duì)項(xiàng)目LCC管理的各階段重點(diǎn)工作進(jìn)行了分析,闡述了LCC理論在變電站建設(shè)項(xiàng)目各個(gè)階段的具體實(shí)施應(yīng)用。通過(guò)對(duì)變電站建設(shè)項(xiàng)目特殊性分析發(fā)現(xiàn),變電站建設(shè)項(xiàng)目區(qū)別于其他建設(shè)項(xiàng)目之處在于設(shè)備的重要性,因此,本論文對(duì)我國(guó)變電站建設(shè)項(xiàng)目的設(shè)備LCC現(xiàn)狀進(jìn)行了研究,提出主要設(shè)備及建構(gòu)物壽命匹配問(wèn)題,并對(duì)此問(wèn)題進(jìn)行了研究解決。最后,構(gòu)建了變電站建設(shè)項(xiàng)目的LCC基礎(chǔ)數(shù)據(jù)庫(kù),將項(xiàng)目從規(guī)劃設(shè)計(jì)、建設(shè)實(shí)施、運(yùn)行維護(hù),直至報(bào)廢的全過(guò)程的成本數(shù)據(jù)集成起來(lái),使全壽命周期的成本數(shù)據(jù)在項(xiàng)目各方之間實(shí)現(xiàn)共享。 本文在變電站建設(shè)項(xiàng)目管理中應(yīng)用LCC管理旨在實(shí)現(xiàn)變電站建設(shè)項(xiàng)目全壽命期成本的最優(yōu)化,實(shí)現(xiàn)項(xiàng)目投資成本的綜合效益最大化,實(shí)現(xiàn)電網(wǎng)的可持續(xù)發(fā)展,提升電網(wǎng)投資的經(jīng)濟(jì)效益和社會(huì)效益。同時(shí)完善了變電站建設(shè)項(xiàng)目的項(xiàng)目管理機(jī)制,促進(jìn)項(xiàng)目全過(guò)程信息化管理。
[Abstract]:As a kind of clean energy, electric power plays a more and more important role in modern society. The construction of electric power facilities has also entered a period of vigorous development. The substation construction project is an important part of the power grid. However, for various reasons, there are many problems in the management of substation construction project in our country, especially the cost management, which lacks the idea of system integration to unify the guidance. Based on the basic theory of LCC, this paper first studies the necessity and feasibility of implementing LCC management according to the current situation of substation construction project cost management in China, and then, under the integrated management framework of substation construction project life cycle, The structure of LCC is decomposed, the LCC is calculated and analyzed by the method of quantitative analysis, on the basis of which the selection of project decision scheme is studied. This paper analyzes the key work of each stage of project LCC management, expounds the application of LCC theory in each stage of substation construction project, and finds out through the analysis of the particularity of substation construction project, The difference between substation construction projects and other construction projects lies in the importance of equipment. Therefore, this paper studies the status quo of equipment LCC of substation construction projects in China, and puts forward the life matching problem of main equipment and constructors. Finally, the LCC basic database of substation construction project is constructed, which integrates the cost data of the whole process from planning and design, construction implementation, operation and maintenance, to scrap. The cost data of the whole life cycle are shared among the project parties. In this paper, the purpose of applying LCC management to substation construction project management is to optimize the whole life cycle cost of substation construction project, maximize the comprehensive benefit of project investment cost, and realize the sustainable development of power grid. At the same time, the project management mechanism of substation construction project is improved, and the information management of the whole process of the project is promoted.
