鐵路局物流企業(yè)拓展全程物流的發(fā)展模式研究

【摘要】:隨著我國(guó)國(guó)民經(jīng)濟(jì)的持續(xù)快速發(fā)展、社會(huì)市場(chǎng)的全面對(duì)外開(kāi)放,運(yùn)輸與物流服務(wù)需求不斷增加,客戶(hù)對(duì)物流服務(wù)品質(zhì)的要求日益提高,物流需求多樣化、個(gè)性化的趨勢(shì)明顯。同時(shí),各種運(yùn)輸方式發(fā)展迅猛,導(dǎo)致市場(chǎng)競(jìng)爭(zhēng)日趨激烈。在我國(guó)轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的新形勢(shì)下,為了加快適應(yīng)現(xiàn)代物流的發(fā)展要求,更好地滿(mǎn)足人民群眾對(duì)鐵路貨物運(yùn)輸?shù)男滦枨?鐵路必須轉(zhuǎn)變傳統(tǒng)的貨運(yùn)發(fā)展方式,創(chuàng)新經(jīng)營(yíng)理念,拓展經(jīng)營(yíng)領(lǐng)域,改進(jìn)經(jīng)營(yíng)方式,主動(dòng)延伸貨運(yùn)服務(wù)鏈,加快實(shí)現(xiàn)由單一的貨物承運(yùn)向全程的物流服務(wù)轉(zhuǎn)變,拓展鐵路的發(fā)展空間和市場(chǎng)空間。鐵路局物流企業(yè)作為鐵路系統(tǒng)的重要組成部分,是發(fā)展鐵路物流,加快構(gòu)建“門(mén)到門(mén)”物流服務(wù)體系的核心力量,但目前鐵路局物流企業(yè)全程物流的發(fā)展大多還處起步階段,其單一的倉(cāng)儲(chǔ)、運(yùn)輸功能難以構(gòu)建“門(mén)到門(mén)”的服務(wù)體系,因此,研究鐵路局物流企業(yè)拓展全程物流服務(wù)的發(fā)展模式,不但能夠滿(mǎn)足客戶(hù)對(duì)鐵路當(dāng)前多樣化、個(gè)性化的服務(wù)需求,提高鐵路貨運(yùn)的市場(chǎng)競(jìng)爭(zhēng)力,而且在鐵路推進(jìn)多元化經(jīng)營(yíng)戰(zhàn)略的宏觀背景下,有利于把握鐵路貨運(yùn)改革的主攻方向,轉(zhuǎn)變鐵路貨運(yùn)發(fā)展方式,延伸貨運(yùn)服務(wù)鏈條,不斷實(shí)現(xiàn)經(jīng)濟(jì)效益的增長(zhǎng)和社會(huì)效益的提升,具有深遠(yuǎn)的戰(zhàn)略意義和重要的現(xiàn)實(shí)意義。 本論文在鐵道部相關(guān)科研項(xiàng)目研究基礎(chǔ)上,通過(guò)現(xiàn)狀梳理、成果借鑒、總結(jié)分析,從以下幾方面對(duì)鐵路局物流企業(yè)拓展全程物流的發(fā)展模式進(jìn)行了研究和探討。 (1)對(duì)國(guó)內(nèi)外典型企業(yè)全程物流的發(fā)展現(xiàn)狀,以及我國(guó)鐵路局物流企業(yè)經(jīng)營(yíng)現(xiàn)狀和存在問(wèn)題進(jìn)行了分析,闡述了鐵路局物流企業(yè)拓展全程物流的內(nèi)涵及特征,并對(duì)其必要性進(jìn)行探討。 (2)從鐵路局物流企業(yè)全程物流的運(yùn)作關(guān)聯(lián)部門(mén)、運(yùn)作方式、運(yùn)作業(yè)務(wù)三個(gè)方面對(duì)鐵路局物流企業(yè)拓展全程物流發(fā)展模式的框架進(jìn)行設(shè)計(jì),從市場(chǎng)的角度分析了鐵路局物流企業(yè)拓展全程物流的市場(chǎng)需求特點(diǎn),以及路內(nèi)外企業(yè)與鐵路局物流企業(yè)的競(jìng)合關(guān)系,明確其目標(biāo)市場(chǎng)定位的主要貨物品類(lèi)及客戶(hù)群。 (3)針對(duì)跨局全程物流的開(kāi)展和運(yùn)作,提出鐵路局物流企業(yè)拓展全程物流的三種基本發(fā)展模式,即構(gòu)建鐵路物流虛擬聯(lián)盟、組建區(qū)域性鐵路物流集團(tuán)、組建全國(guó)性鐵路物流集團(tuán)。以層次分析法、模糊綜合評(píng)判法為基本原理,建立了影響鐵路局物流企業(yè)全程物流發(fā)展模式選擇的4大類(lèi)12項(xiàng)指標(biāo)組成的全程物流發(fā)展模式選擇評(píng)價(jià)指標(biāo)體系,對(duì)鐵路局物流企業(yè)拓展全程物流的發(fā)展模式進(jìn)行了選擇分析,提出鐵路局物流企業(yè)拓展全程物流的實(shí)施策略和保障措施。
[Abstract]:With the sustained and rapid development of our national economy and the comprehensive opening of the social market to the outside world, the demand for transportation and logistics services is increasing, the customers' requirements for logistics service quality are increasing day by day, the logistics demand is diversified, and the trend of individualization is obvious. At the same time, the rapid development of various modes of transport, resulting in increasingly fierce market competition. Under the new situation of changing the mode of economic development in our country, in order to speed up the development of modern logistics and better meet the new needs of the people for railway freight transportation, the railway must change the traditional mode of freight development and innovate the management concept. Expand the management field, improve the management mode, actively extend the freight service chain, speed up the transformation from a single cargo carrier to the whole logistics service, and expand the development space and market space of the railway. As an important part of railway system, railway bureau logistics enterprises are the core force to develop railway logistics and speed up the construction of "door-to-door" logistics service system, but at present, most of the development of railway bureau logistics enterprises is still in its infancy. Its single warehousing and transportation function is difficult to construct a "door-to-door" service system. Therefore, the study of the development mode of the railway bureau logistics enterprises to expand the whole process of logistics service can not only meet the current diversification of the railway. Individualized service demand, improve the market competitiveness of railway freight transportation, and under the macro background of railway diversification strategy, it is beneficial to grasp the main attack direction of railway freight transport reform and change the development mode of railway freight transportation. It is of far-reaching strategic and practical significance to extend the freight service chain and continuously realize the growth of economic benefits and the promotion of social benefits. On the basis of the research of the relevant scientific research projects of the Ministry of Railways, this paper studies and discusses the development mode of expanding the whole logistics of railway bureau logistics enterprises from the following aspects through combing the present situation, drawing lessons from the achievements, summing up and analyzing. The main contents are as follows: (1) the present situation of the development of the whole process logistics of typical enterprises at home and abroad, as well as the present situation and existing problems of the logistics enterprises of the Railway Bureau of our country are analyzed, and the connotation and characteristics of expanding the whole process logistics of the logistics enterprises of the Railway Bureau are expounded. And its necessity is discussed. (2) the framework of expanding the whole logistics development mode of railway bureau logistics enterprises is designed from three aspects: the operation related department, the operation mode and the operation business of the whole logistics enterprise of the railway bureau logistics enterprise. From the market point of view, this paper analyzes the characteristics of the market demand of the railway bureau logistics enterprises to expand the whole logistics, as well as the competitive relationship between the internal and external enterprises and the railway bureau logistics enterprises, and clarifies the main goods categories and customer groups of their target market positioning. (3) in view of the development and operation of the whole process logistics between the railway bureau, this paper puts forward three basic development modes for the logistics enterprises of the railway bureau to expand the whole process logistics, that is, to construct the virtual alliance of railway logistics and form a regional railway logistics group. Set up a national railway logistics group. Based on the analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method, the evaluation index system of the whole logistics development mode selection is established, which is composed of four categories and 12 indexes that affect the choice of the whole process logistics development mode of the railway bureau logistics enterprises. This paper selects and analyzes the development mode of the whole process logistics of the railway bureau logistics enterprises, and puts forward the implementation strategies and safeguard measures of the railway bureau logistics enterprises expanding the whole process logistics.
