【摘要】：正2013年7月3日,歐洲議會以344票對311票表決通過了經(jīng)修訂的歐盟碳市場臨時(shí)救市措施,使其在成為歐盟法律之路上前進(jìn)了一步,也使當(dāng)天歐盟碳市場價(jià)格從4.6歐元飆升至最高6歐元,最終收盤價(jià)上漲了7%。同時(shí),歐洲議會還表決同意該修訂的措施并非定稿,以便接下來歐盟理事會、歐盟委員會(下稱歐委會)和歐洲議會將就該措施展開三方磋商,達(dá)成三方均認(rèn)可的條文,使之最終成為歐盟法律。歐盟碳市場臨時(shí)救市措施最初由歐委會于2012年11月提交并向公眾發(fā)布,
[Abstract]:On July 3, 2013, the European Parliament voted 344 to 311 to pass the revised interim European Union carbon market rescue measures, taking it a step closer to becoming EU law. It also sent the price of the European Union's carbon market soaring from 4.6 euros to a peak of 6 euros, leading to a 7 percent rise in the closing price. At the same time, the European Parliament also voted to agree that the revised measure was not finalized, so that the Council of the European Union, the European Commission (hereinafter referred to as the European Commission) and the European Parliament will hold tripartite consultations on the measure to reach a tripartite agreement. Make it ultimately EU law. The European Union's interim carbon market rescue measures were originally presented by the European Commission in November 2012 and released to the public.
