【摘要】：生態(tài)補(bǔ)償是社會(huì)主義生態(tài)文明建設(shè)的重要內(nèi)容,是市場化發(fā)展最快的生態(tài)治理領(lǐng)域之一。它萌發(fā)于20世紀(jì)60年代的"庇古稅",先后形成了基于市場機(jī)制的科斯型生態(tài)補(bǔ)償和基于政府干預(yù)的庇古型生態(tài)補(bǔ)償兩種基本制度范式。在全球生態(tài)治理轉(zhuǎn)型背景下,生態(tài)補(bǔ)償呈現(xiàn)出市場與政府深度融合的趨勢(shì),融合的關(guān)鍵在于發(fā)展市場工具、構(gòu)建分類融合和"市場增進(jìn)"的制度框架、降低交易成本等方面。自20世紀(jì)80年代以來,我國的生態(tài)補(bǔ)償長期奉行"單一政府主導(dǎo)"模式,已顯現(xiàn)出生態(tài)治理績效和生態(tài)創(chuàng)新效率邊際遞減等問題,越來越不適應(yīng)全球生態(tài)補(bǔ)償?shù)陌l(fā)展趨勢(shì)和我國經(jīng)濟(jì)社會(huì)的發(fā)展要求。這就需要"充分發(fā)揮市場配置資源的決定性作用和更好發(fā)揮政府作用",構(gòu)建生態(tài)環(huán)境成本的市場化、全產(chǎn)業(yè)鏈的綜合補(bǔ)償,深化產(chǎn)權(quán)制度改革與分類補(bǔ)償,推進(jìn)環(huán)保體制綜合配套改革。
[Abstract]:Ecological compensation is an important part of the construction of socialist ecological civilization and one of the fastest developing fields of ecological governance. It sprouted in the 1960s of "Pigoux tax" and formed two basic institutional paradigms: Coase ecological compensation based on market mechanism and Pigou-type ecological compensation based on government intervention. Under the background of global ecological governance transformation, ecological compensation shows a trend of deep integration between market and government. The key to integration lies in developing market tools, constructing the institutional framework of classification integration and "market enhancement", and reducing transaction costs. Since the 1980s, ecological compensation in our country has been following the mode of "single government leading" for a long time, which has shown the problems of ecological governance performance and marginal decline of ecological innovation efficiency. It is more and more unsuitable for the development trend of global ecological compensation and the development requirement of our country's economy and society. Therefore, it is necessary to "give full play to the decisive role of market allocation of resources and better play the role of government", construct the marketization of ecological environment cost, the comprehensive compensation of the whole industry chain, and deepen the reform of property right system and classification compensation. We will promote comprehensive reform of the environmental protection system.
