【摘要】：污染物排放許可交易是一種實現(xiàn)流域污染物治理與水質改善均衡發(fā)展的有效經(jīng)濟手段。在概述國內外流域污染物排放交易研究特點的基礎上,給出以治污成本最小化、低水位水質風險最小化為目標函數(shù)的污染物排放交易研究框架。在綜合遺傳算法改進序列(NSGA-Ⅱ)、Young交易理論(YBT)、污染物初始排放許可分配(IDPA)模型求解適用范圍的基礎上,構建涵蓋流域治污層面相關要素的污染物排放許可交易框架。利用非零和博弈模型,以前述理論框架為基礎,構建以流域均衡發(fā)展、治污成本最小化為目的的污染物排放交易模型。以典型流域為例,給出各方能夠接受的最優(yōu)均衡化結果,驗證了模型的適用性。結合應用中出現(xiàn)的問題,給出模型完善建議和使用前景預測。
