基于均衡理念的流域污染物排放許可交易

【摘要】:污染物排放許可交易是一種實(shí)現(xiàn)流域污染物治理與水質(zhì)改善均衡發(fā)展的有效經(jīng)濟(jì)手段。在概述國(guó)內(nèi)外流域污染物排放交易研究特點(diǎn)的基礎(chǔ)上,給出以治污成本最小化、低水位水質(zhì)風(fēng)險(xiǎn)最小化為目標(biāo)函數(shù)的污染物排放交易研究框架。在綜合遺傳算法改進(jìn)序列(NSGA-Ⅱ)、Young交易理論(YBT)、污染物初始排放許可分配(IDPA)模型求解適用范圍的基礎(chǔ)上,構(gòu)建涵蓋流域治污層面相關(guān)要素的污染物排放許可交易框架。利用非零和博弈模型,以前述理論框架為基礎(chǔ),構(gòu)建以流域均衡發(fā)展、治污成本最小化為目的的污染物排放交易模型。以典型流域?yàn)槔?給出各方能夠接受的最優(yōu)均衡化結(jié)果,驗(yàn)證了模型的適用性。結(jié)合應(yīng)用中出現(xiàn)的問(wèn)題,給出模型完善建議和使用前景預(yù)測(cè)。
