【摘要】：首先從產(chǎn)出-環(huán)境邊界的分析指出,任何經(jīng)濟(jì)產(chǎn)出都有一個相對應(yīng)的環(huán)境質(zhì)量。不同的經(jīng)濟(jì)產(chǎn)出與環(huán)境質(zhì)量的排列事實上反映了人們的偏好結(jié)構(gòu)。從居民環(huán)境偏好的角度來看,居民環(huán)境偏好的強烈程度決定了一個社會的綠色程度。那么,兩型社會本質(zhì)反應(yīng)了人們對資源環(huán)境偏好與經(jīng)濟(jì)物品偏好的選擇與排列。使用產(chǎn)出-環(huán)境邊界和環(huán)境偏好曲線分析了兩型社會的一般均衡,對兩型社會展開了新的解讀,并指出,當(dāng)一個社會的最大產(chǎn)出正好滿足居民愿意支付的最高環(huán)境質(zhì)量時,該社會即是兩型社會,即資源節(jié)約型、環(huán)境友好型社會。最后,提出了兩型社會環(huán)境政策的發(fā)展方向:居民環(huán)境偏好打破傳統(tǒng)環(huán)境治理的二元結(jié)構(gòu),實現(xiàn)對政府環(huán)境規(guī)制和企業(yè)環(huán)境行為的全面驅(qū)動,成為兩型社會建設(shè)的新起點。
[Abstract]:Firstly, from the analysis of the output-environment boundary, it is pointed out that any economic output has a corresponding environmental quality. Different economic output and environmental quality actually reflect people's preference structure. From the perspective of residents' environmental preference, the intensity of residents' environmental preference determines the green degree of a society. So, the nature of the two-type society reflects the choice and arrangement of people's preference for resources and environment and economic goods. The general equilibrium of the two types of societies is analyzed by using the output-environment boundary and the environmental preference curve, and a new interpretation of the two-type society is carried out, and it is pointed out that when the maximum output of a society meets the highest environmental quality that the residents are willing to pay for, The society is two-type society, that is, resource-saving society, environment-friendly society. Finally, the author puts forward the development direction of the environmental policy of the two-type society: the residents' environmental preference breaks the dual structure of the traditional environmental governance, realizes the overall driving to the government's environmental regulation and the enterprise's environmental behavior, and becomes the new starting point for the construction of the two-type society.
