【摘要】： 鄧小平農(nóng)業(yè)發(fā)展思想是對馬克思主義農(nóng)業(yè)發(fā)展思想的繼承和發(fā)展。鄧小平提出了富有中國特色和時代特征的一系列觀點、政策,為我國解決“三農(nóng)”問題提供了指導(dǎo)作用。本文把鄧小平農(nóng)業(yè)發(fā)展思想作為一個理論體系來加以研究,并置于社會主義新農(nóng)村建設(shè)的實踐中加以考察。在內(nèi)容上主要分為四個部分: 第一部分主要闡述了鄧小平農(nóng)業(yè)發(fā)展思想在鄧小平理論中的地位及意義。鄧小平農(nóng)業(yè)發(fā)展思想是鄧小平理論的重大基石;這一思想豐富了馬克思主義農(nóng)業(yè)發(fā)展思想理論,開啟了我國農(nóng)業(yè)現(xiàn)代化發(fā)展的新時代,為我國解決“三農(nóng)”問題提供理論指導(dǎo)。 第二部分從理論淵源、文化傳統(tǒng)、國際借鑒和現(xiàn)實基礎(chǔ)四個方面分析鄧小平農(nóng)業(yè)發(fā)展思想形成與發(fā)展的時代歷史背景。 第三部分系統(tǒng)論述鄧小平農(nóng)業(yè)發(fā)展思想對我黨農(nóng)業(yè)發(fā)展思想的新發(fā)展。在內(nèi)容的論述上從理論體系的角度出發(fā),概括出鄧小平農(nóng)業(yè)發(fā)展思想四個主要方面:第一,統(tǒng)籌城鄉(xiāng)發(fā)展農(nóng)業(yè)思想。農(nóng)業(yè)是發(fā)展的根本,農(nóng)業(yè)和工業(yè)相互影響、互相促進,實現(xiàn)農(nóng)業(yè)現(xiàn)代化是工業(yè)的重大任務(wù),搞活經(jīng)濟要從農(nóng)業(yè)入手,農(nóng)業(yè)工業(yè)化和城市化要同步發(fā)展,這些頗具特色的以農(nóng)為本、以工促農(nóng)的統(tǒng)籌城鄉(xiāng)發(fā)展思想是對我黨城鄉(xiāng)兼顧思想的繼承和發(fā)展。第二,農(nóng)業(yè)可持續(xù)發(fā)展思想。從農(nóng)業(yè)發(fā)展相關(guān)的人口、環(huán)境、科教、制度等方面,深刻闡述農(nóng)業(yè)可持續(xù)發(fā)展的本質(zhì)、內(nèi)容、現(xiàn)實途徑。第三,科教興農(nóng)思想。依靠科技、科技推廣、農(nóng)村教育發(fā)展農(nóng)業(yè)的論述,是我國農(nóng)業(yè)現(xiàn)代化建設(shè)的重要指導(dǎo)思想。第四,農(nóng)業(yè)綜合開發(fā)思想。重視糧食問題,搞多種經(jīng)營,大力發(fā)展鄉(xiāng)鎮(zhèn)企業(yè),是鄧小平探索農(nóng)業(yè)發(fā)展的新思路。 第四部分論述鄧小平農(nóng)業(yè)發(fā)展思想的實踐意義。在全面建設(shè)小康社會的進程中,堅持鄧小平農(nóng)業(yè)發(fā)展思想,不斷鞏固和加強農(nóng)業(yè)的基礎(chǔ)地位,繼續(xù)推進和深化農(nóng)村各項改革,大力推進農(nóng)業(yè)科技進步和農(nóng)業(yè)增長方式的轉(zhuǎn)變,確保國家糧食安全,千方百計增加農(nóng)民收入,從根本上破解“三農(nóng)”問題,加速傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)的轉(zhuǎn)變,扎實推進社會主義新農(nóng)村建設(shè),具有十分重要的實踐意義。
[Abstract]:Deng Xiaoping's agricultural development thought is the inheritance and development of Marxist agricultural development thought. Deng Xiaoping has put forward a series of viewpoints and policies with Chinese characteristics and times characteristics, which provides guidance for our country to solve the problem of agriculture, countryside and farmers. This paper studies Deng Xiaoping's thought of agricultural development as a theoretical system and investigates it in the practice of socialist new rural construction. The content is divided into four parts: The first part mainly expounds the position and significance of Deng Xiaoping's agricultural development thought in Deng Xiaoping's theory. Deng Xiaoping's agricultural development thought is the important foundation stone of Deng Xiaoping's theory, which enriches the Marxist agricultural development thought theory, opens the new era of our country's agricultural modernization development, and provides the theoretical guidance for our country to solve the "three rural" problems. The second part analyzes the historical background of the formation and development of Deng Xiaoping's agricultural development thought from four aspects: theoretical origin, cultural tradition, international reference and realistic basis. The third part systematically discusses the new development of Deng Xiaoping's agricultural development thought to our Party's agricultural development thought. From the point of view of theoretical system, this paper summarizes four main aspects of Deng Xiaoping's agricultural development thought: first, coordinating the development of agriculture in urban and rural areas. Agriculture is the foundation of development. Agriculture and industry interact and promote each other. Realizing agricultural modernization is an important task for industry. To enliven the economy, we must start with agriculture, and agricultural industrialization and urbanization should develop simultaneously. These characteristic thoughts of taking agriculture as the basis and promoting agriculture as a whole are the inheritance and development of our Party's thought of giving consideration to both urban and rural areas. Second, the thought of agricultural sustainable development. From the aspects of population, environment, science and education, system and so on, the essence, content and realistic way of agricultural sustainable development are expounded. Third, the thought of revitalizing agriculture through science and education. Developing agriculture by relying on science and technology, science and technology popularization and rural education is an important guiding ideology of agricultural modernization construction in China. Fourth, agricultural comprehensive development thought. Attaching importance to the grain issue, developing diversified economy and developing township enterprises are Deng Xiaoping's new ideas for agricultural development. The fourth part discusses the practical significance of Deng Xiaoping's agricultural development thought. In the process of building a well-to-do society in an all-round way, we should adhere to Deng Xiaoping's thought of agricultural development, constantly consolidate and strengthen the basic position of agriculture, continue to promote and deepen various reforms in rural areas, and vigorously promote the progress of agricultural science and technology and the transformation of the mode of agricultural growth. It is of great practical significance to ensure national food security, to increase farmers' income, to fundamentally solve the "three rural" problems, to accelerate the transformation from traditional agriculture to modern agriculture and to promote the construction of new socialist countryside.
