【摘要】： 區(qū)域科技創(chuàng)新能力已成為區(qū)域經(jīng)濟(jì)社會(huì)發(fā)展的動(dòng)力源泉,也成為其獲取競(jìng)爭(zhēng)優(yōu)勢(shì)的決定性因素。而建設(shè)區(qū)域科技創(chuàng)新體系是提高區(qū)域科技創(chuàng)新能力,推動(dòng)區(qū)域科技創(chuàng)新的有效手段。區(qū)域科技創(chuàng)新體系作為國(guó)家創(chuàng)新體系的一個(gè)組成部分,對(duì)于推動(dòng)國(guó)家創(chuàng)新系統(tǒng)建設(shè),提高國(guó)家整體的科技水平,起到非常關(guān)鍵的作用,沒(méi)有區(qū)域科技創(chuàng)新能力的提高,也不可能有國(guó)家整體科技水平的增強(qiáng)。 政府在區(qū)域科技創(chuàng)新體系建設(shè)中起著橋梁和紐帶的作用,扮演著組織者和服務(wù)者的角色。政府作為區(qū)域科技創(chuàng)新體系的組成部分具有統(tǒng)馭、協(xié)調(diào)社會(huì)各方面力量的職能作用。在充分發(fā)揮市場(chǎng)基礎(chǔ)性配置作用的基礎(chǔ)上,正確發(fā)揮政府的職能作用,可以使不同類型的創(chuàng)新行為整合為一個(gè)有機(jī)的整體,以通過(guò)相互之間的協(xié)同產(chǎn)生最大的創(chuàng)新績(jī)效,糾正市場(chǎng)失靈。因此,在建設(shè)區(qū)域科技創(chuàng)新體系建設(shè)中,各區(qū)域政府功能的發(fā)揮十分重要。 本文首先從理論的視角,在敘述了區(qū)域科技創(chuàng)新體系構(gòu)成、建立原則、運(yùn)行機(jī)制以后,對(duì)政府在區(qū)域科技創(chuàng)新體系建設(shè)中的主導(dǎo)功能進(jìn)行分析。通過(guò)建立區(qū)域科技創(chuàng)新體系建設(shè)中政府主導(dǎo)功能評(píng)價(jià)的指標(biāo)體系和科技創(chuàng)新體系績(jī)效運(yùn)行指標(biāo)體系,運(yùn)用多元線性回歸分析方法以及相關(guān)性分析方法,將區(qū)域科技創(chuàng)新體系建設(shè)中政府主導(dǎo)功能與科技創(chuàng)新體系運(yùn)行績(jī)效建立起一種因果關(guān)系。分析了全國(guó)31個(gè)省份區(qū)域科技創(chuàng)新體系建設(shè)中政府功能的發(fā)揮情況。最后以山東省為例進(jìn)行分析,對(duì)山東省區(qū)域科技創(chuàng)新體系建設(shè)中政府功能發(fā)揮存在的問(wèn)題,以及科技創(chuàng)新體系建設(shè)的不足進(jìn)行了分析,并提出完善山東省在區(qū)域科技創(chuàng)新體系建設(shè)中政府功能的對(duì)策建議。
[Abstract]:The ability of regional scientific and technological innovation has become the motive source of the development of regional economy and society and the decisive factor to obtain the competitive advantage, and the construction of regional scientific and technological innovation system is to improve the ability of regional scientific and technological innovation. Effective means to promote regional scientific and technological innovation. As an integral part of the national innovation system, the regional science and technology innovation system plays a very critical role in promoting the construction of the national innovation system and improving the overall scientific and technological level of the country. Without the improvement of regional scientific and technological innovation ability, it is also impossible to enhance the overall scientific and technological level of the country. The government plays the role of bridge and link in the construction of regional science and technology innovation system, and plays the role of organizer and server. On the basis of giving full play to the role of the basic allocation of the market, and giving full play to the function of the government, the different types of innovative behaviors can be integrated into an organic whole. Therefore, in the construction of regional science and technology innovation system, it is very important to play the role of regional government in the construction of regional science and technology innovation system. This article first from the theory angle of view, after narrates the regional science and technology innovation system constitution, establishes the principle, the movement mechanism, This paper analyzes the leading function of the government in the construction of the regional sci-tech innovation system. Through the establishment of the index system for the evaluation of the government-led function in the construction of the regional sci-tech innovation system and the index system for the performance of the sci-tech innovation system, Using multiple linear regression analysis and correlation analysis, This paper establishes a causal relationship between the leading function of the government in the construction of the regional sci-tech innovation system and the performance of the scientific and technological innovation system, and analyzes the exertion of the government function in the construction of the regional sci-tech innovation system in the 31 provinces of China. Then take Shandong Province as an example to carry on the analysis, This paper analyzes the problems existing in the development of the government function in the construction of the regional scientific and technological innovation system in Shandong Province, and analyzes the deficiencies in the construction of the scientific and technological innovation system, and puts forward some countermeasures and suggestions for perfecting the government function in the construction of the regional scientific and technological innovation system in Shandong Province.
