【摘要】：正1.構(gòu)建PPP氣候融資管理制度框架。醞釀擬定《應(yīng)對(duì)氣候變化PPP融資法》。學(xué)習(xí)借鑒歐美國家氣候立法做法,在廣泛調(diào)查研究的基礎(chǔ)上,首先從應(yīng)對(duì)氣候變化的辦法、制度、細(xì)則、條例開始,經(jīng)過實(shí)踐運(yùn)行最終上升到專門法律。健全完善《CDM基金管理辦法》。按照《預(yù)算法》相關(guān)規(guī)定,探討將CDM基金收入納入一般預(yù)算或政府性基金預(yù)算管理。建立PPP氣候融資稅收政策體系。在企業(yè)總稅負(fù)基本不變的情況下,
