【摘要】：正1.構建PPP氣候融資管理制度框架。醞釀擬定《應對氣候變化PPP融資法》。學習借鑒歐美國家氣候立法做法,在廣泛調(diào)查研究的基礎上,首先從應對氣候變化的辦法、制度、細則、條例開始,經(jīng)過實踐運行最終上升到專門法律。健全完善《CDM基金管理辦法》。按照《預算法》相關規(guī)定,探討將CDM基金收入納入一般預算或政府性基金預算管理。建立PPP氣候融資稅收政策體系。在企業(yè)總稅負基本不變的情況下,
