基于環(huán)境修正的中國(guó)農(nóng)業(yè)全要素生產(chǎn)率度量

【摘要】:環(huán)境的外部性使包含環(huán)境影響的生產(chǎn)率度量一直是個(gè)難題,而此類研究對(duì)推動(dòng)我國(guó)農(nóng)業(yè)可持續(xù)發(fā)展具有重要意義。本文提出了一種度量和評(píng)估包含環(huán)境影響的農(nóng)業(yè)生產(chǎn)率方法,在本研究中,環(huán)境的外部性通過定義一個(gè)包含市場(chǎng)產(chǎn)出和污染產(chǎn)出的總產(chǎn)出而納入分析框架,用總產(chǎn)出代替?zhèn)鹘y(tǒng)TFP計(jì)算中的產(chǎn)出,包含環(huán)境影響的全要素生產(chǎn)率公式得以建立。利用基于單元的綜合調(diào)查評(píng)價(jià)法計(jì)算了1990-2008年我國(guó)主要農(nóng)業(yè)污染物排放數(shù)量,并在此基礎(chǔ)上度量了基于環(huán)境修正的我國(guó)農(nóng)業(yè)全要素生產(chǎn)率。研究表明在1990-2008年間我國(guó)經(jīng)環(huán)境調(diào)整后的農(nóng)業(yè)生產(chǎn)率增長(zhǎng)呈現(xiàn)減小趨勢(shì),農(nóng)業(yè)環(huán)境污染使農(nóng)業(yè)生產(chǎn)率增長(zhǎng)降低0.09%-0.6%,且呈現(xiàn)較大的時(shí)期變化;依據(jù)不同環(huán)境污染價(jià)值損失評(píng)估法,環(huán)境對(duì)農(nóng)業(yè)全要素生產(chǎn)率的修正會(huì)帶來或高或低的結(jié)果。為了更準(zhǔn)確地度量環(huán)境對(duì)農(nóng)業(yè)全要素生產(chǎn)率的影響,需要進(jìn)一步探索環(huán)境污染價(jià)值評(píng)估方法,完善我國(guó)農(nóng)業(yè)環(huán)境監(jiān)測(cè)體系。
[Abstract]:The externality of the environment makes it difficult to measure the productivity that includes the environmental impact. This kind of research is of great significance to promote the sustainable development of agriculture in China. This paper proposes a method of measuring and evaluating agricultural productivity including environmental impact in this study. The externality of the environment is included in the analytical framework by defining a total output that includes market output and polluting output, replacing the output in the traditional TFP calculation with total output. The formula of total factor productivity (TFP) including environmental impact was established. The discharge quantity of main agricultural pollutants in China from 1990 to 2008 was calculated by using the method of integrated investigation and evaluation based on unit. On this basis, we measure the total factor productivity of agriculture based on environmental correction. The research shows that the growth of agricultural productivity after environmental adjustment shows a decreasing trend in 1990-2008. Agricultural environmental pollution reduced the growth of agricultural productivity by 0.09-0.6, and showed great changes in the period. According to different environmental pollution value loss assessment methods, the environmental modification of agricultural total factor productivity will bring about higher or lower results. In order to measure the impact of environment on agricultural total factor productivity more accurately. It is necessary to further explore the evaluation method of environmental pollution value and improve the agricultural environment monitoring system in China.
