【摘要】：20世紀70年代以來,各國都面臨一個共同的情況:一方面是政府財政預算與日俱增,政府提供服務的低效率和壟斷性;另一方面是隨著公眾參與意識的提高,公眾又不允許政府放棄過多的公共服務,提高公共服務的數(shù)量和質量。因此,減少政府直接干預,引入市場機制,實施公共服務民營化逐漸提上議事日程。我國計劃經(jīng)濟體制下的公共物品提供的顯著特征就是公用事業(yè)領域壟斷、公共服務供給的低效率、公共部門官僚作風嚴重、經(jīng)費不足、改革缺乏應有的廣度、深度和力度、“官本位”思想普遍存在、行政審批制度繁瑣、價格問題、缺乏有效的監(jiān)管制度,嚴重束縛我國當前市場經(jīng)濟下公共服務的供給。為了提高公用事業(yè)部門的效率和效益,市場化是公用事業(yè)發(fā)展的必然趨勢。 公用事業(yè)的市場化主要針對市政公用產(chǎn)品和服務價格機制僵硬,政府、企業(yè)、消費者之間缺乏互動機制等觀念,將國有、公營的公用事業(yè)的所有權或經(jīng)營權轉移到民間,引入真正的市場機制。立足于當前我國公用事業(yè)部門存在的主要問題,本文對公用事業(yè)進行了重新的探討和范圍界定,針對傳統(tǒng)城市市政公共事業(yè)提供單一的政府制度安排,在“經(jīng)濟人”假說、制度均衡與變遷理論和“多中心”理論的基礎上,以制度分析的角度闡釋了部分公共服務的物品屬性、公共服務的提供者和生產(chǎn)者與“經(jīng)濟人”、公用事業(yè)改革與制度變遷、公用事業(yè)改革與市場競爭、公用事業(yè)改革與政府干預之間的關系,最后提出“多中心”的公用事業(yè)制度安排——市場、政府和社會中介組織相結合的復合制度安排。公用事業(yè)改革并沒有固定的模式,采取什么樣的服務提供機制取決于具體公共服務的特點以及各地區(qū)的實際情況。在文章的最后提出了幾點關于公用事業(yè)改革的建議和對策:公用事業(yè)的治理模式、投資主體多元化、特許經(jīng)營制度、監(jiān)管制度和法律框架。
[Abstract]:Since 1970s, all countries have been faced with a common situation: on the one hand, the government budget is increasing day by day, and the service provided by the government is inefficient and monopoly; On the other hand, with the improvement of public participation awareness, the public does not allow the government to give up too much public services, improve the quantity and quality of public services. The implementation of privatization of public services is gradually put on the agenda. Under the planned economy system in China, the obvious characteristics of the provision of public goods is the monopoly in the field of public utilities, the low efficiency of the supply of public services. The public sector bureaucracy is serious, the fund is insufficient, the reform lacks the proper breadth, the depth and the strength, the "official standard" thought widespread existence, the administrative examination and approval system is cumbersome, the price question, lacks the effective supervisory system. In order to improve the efficiency and benefit of public utilities, marketization is the inevitable trend of the development of public utilities. The marketization of public utilities mainly aims at the rigid price mechanism of municipal public goods and services, the lack of interactive mechanism among the government, enterprises and consumers, and so on. The ownership or management of public utilities has been transferred to the private sector, and a real market mechanism has been introduced, which is based on the main problems existing in the public utility sector in our country. This article has carried on the new discussion and the scope definition to the public utility, aimed at the traditional city municipal public utility to provide the single government system arrangement, in "the economic person" hypothesis. On the basis of the theory of institutional equilibrium and transition and the theory of "multi-center", this paper explains the properties of some public services, the providers and producers of public services and the "economic man" from the perspective of institutional analysis. Public utility reform and institutional change, public utility reform and market competition, the relationship between public utility reform and government intervention, finally put forward the "multi-center" public utility institutional arrangement-market. The government and the social intermediary organization combine the compound system arrangement. The public utility reform does not have the fixed pattern. The service delivery mechanism depends on the characteristics of specific public services and the actual situation in various regions. At the end of the article, several suggestions and countermeasures on the reform of public utilities are put forward:. The governance mode of public utilities. Diversification of investment subjects, franchise system, regulatory system and legal framework.
