【摘要】:項(xiàng)目風(fēng)險(xiǎn)管理是項(xiàng)目成功的關(guān)鍵,項(xiàng)目風(fēng)險(xiǎn)管理需要從理解過程開始,過程是將輸入轉(zhuǎn)化為輸出的一組彼此相關(guān)的資源和活動(dòng)(GB/T 6583),各種風(fēng)險(xiǎn)孕育其中。項(xiàng)目是組織實(shí)現(xiàn)既定目標(biāo),在一定的時(shí)間、人員和資源約束條件下,所開展的一種具有一定獨(dú)特性的一次性工作。為了更好地完成項(xiàng)目,組織將項(xiàng)目劃分為一系列的項(xiàng)目階段(過程網(wǎng)絡(luò)),按時(shí)序的項(xiàng)目階段的組合形成項(xiàng)目的生命周期。在項(xiàng)目生命周期的不同階段,風(fēng)險(xiǎn)的識(shí)別、分析、度量、應(yīng)對(duì)各不相同。 在現(xiàn)代項(xiàng)目管理中,項(xiàng)目管理人員引入風(fēng)險(xiǎn)管理技術(shù),強(qiáng)調(diào)對(duì)項(xiàng)目目標(biāo)的主動(dòng)控制,以對(duì)項(xiàng)目實(shí)現(xiàn)過程中遭受的風(fēng)險(xiǎn)和干擾因素起預(yù)防作用,從而減少損失。因此,項(xiàng)目管理中建立風(fēng)險(xiǎn)管理策略和規(guī)劃,并在項(xiàng)目的生命周期中不斷的控制風(fēng)險(xiǎn)是非常重要的。 本文在對(duì)國內(nèi)外項(xiàng)目風(fēng)險(xiǎn)管理相關(guān)文獻(xiàn)梳理的基礎(chǔ)上,基于項(xiàng)目的生命周期不同階段的項(xiàng)目風(fēng)險(xiǎn)特點(diǎn),提出了項(xiàng)目風(fēng)險(xiǎn)管理過程劃分體系;文章在對(duì)項(xiàng)目風(fēng)險(xiǎn)產(chǎn)生的根源分析的基礎(chǔ)上,提出基于6W的項(xiàng)目風(fēng)險(xiǎn)來源框架;最終構(gòu)建了以生命周期為基礎(chǔ)的項(xiàng)目風(fēng)險(xiǎn)管理方法處理模型。處理模型在充分考慮到項(xiàng)目生命周期各個(gè)階段和項(xiàng)目風(fēng)險(xiǎn)處理過程的結(jié)合,分階段、有層次和有步驟地對(duì)項(xiàng)目風(fēng)險(xiǎn)進(jìn)行定義、風(fēng)險(xiǎn)規(guī)劃、識(shí)別、整理、分析、評(píng)價(jià)、計(jì)劃、監(jiān)控處理。最后通過引入項(xiàng)目風(fēng)險(xiǎn)管理成熟度模型,利用RMMM判斷項(xiàng)目或組織實(shí)施風(fēng)險(xiǎn)管理方法好壞程度,從而采取相應(yīng)策略提高風(fēng)險(xiǎn)管理方法的成熟度等級(jí)。
[Abstract]:Project risk management is the key to the success of the project. The project risk management needs to start with the understanding process, which is a group of interrelated resources and activities which are converted from input to output (GBR / T6583). The project is a kind of one-off work that has a certain uniqueness under the condition of certain time, personnel and resource constraint. In order to complete the project better. The organization divides the project into a series of project phases (process network, the combination of the sequential project phases to form the project life cycle. At different stages of the project life cycle, risk identification, analysis, measurement. The response is different. In modern project management, project managers introduce risk management technology and emphasize active control of project objectives, so as to prevent risk and interference factors in the process of project realization. Therefore, it is very important to establish the risk management strategy and plan in the project management, and to control the risk continuously during the project life cycle. On the basis of combing the relevant documents of project risk management at home and abroad, this paper puts forward the process division system of project risk management based on the characteristics of project risk in different stages of project life cycle. Based on the analysis of the origin of project risk, this paper puts forward a 6W based project risk source framework. Finally, the project risk management model based on the life cycle is constructed, which takes into account the combination of each stage of the project life cycle and the process of project risk management, and is divided into stages. Define, plan, identify, organize, analyze, evaluate, plan, monitor and deal with the project risk in a hierarchical and step-by-step manner. Finally, introduce the project risk management maturity model. RMMM is used to judge the degree of risk management in project or organization, and the corresponding strategy is adopted to improve the maturity level of risk management.
