【摘要】：近年來,地方政府債務風險已經成為影響我國社會穩(wěn)定和經濟持續(xù)發(fā)展的因素之一,引起了政府的高度重視。而貴州省政府債務相對規(guī)模與國內其他地方政府相比,居于前列,存在的風險較大。從唯物辯證法整體與部分的關系來講,國家作為整體,地方政府作為構成整體的部分,地方政府一旦因債務問題得不到及時恰當的治理,那么將會直接影響整個國家的安定團結及和諧發(fā)展,并且會給當地政府帶來一系列的負面影響,我們需要實事求是的認識到當前貴州省地方政府債務規(guī)模及存在的風險,進行成因分析并找到相應的治理策略。只有清醒的認識才能避免盲目恐慌和掉以輕心,切實做到胸中有數,及時防范。為規(guī)范地方政府債務管理,國家頒布了一系列法律法規(guī)。貴州省政府關于加強政府性債務管理的實施意見在2015年6月7日公開發(fā)布試行,實施意見明確要求建立規(guī)范的政府借債機制,并要保證在建項目后續(xù)融資、建立科學的政府用債機制等。在新政策的支持下,貴州省政府既要進行基礎設施投資,又要處理好存量債務,同時還需防范債務危機。本文主要是對貴州省地方政府債務的現狀進行分析,發(fā)現其存在的問題,通過對問題形成的原因進行研究并提出治理貴州省地方政府債務的建議。具體包括六個部分。第一部分主要是論文的研究背景及意義、國內外研究簡介、研究目的及意義、主要創(chuàng)新與不足之處;第二部分主要描述了一些基本概念和相關理論;第三部分分析了全國及貴州省地方政府債務現狀,從兩者的對比中可以看出貴州省地方政府債務與全國地方政府債務的共性與特點,進而進行第四部分的研究,發(fā)現貴州省地方政府債務存在的主要問題并進行原因分析。第五部分,針對貴州省地方政府債務存在的問題提出相應的治理建議。第六部分,主要結論和展望。
[Abstract]:In recent years, the local government debt risk has become one of the factors that affect the social stability and sustainable economic development of our country. Compared with other local governments, Guizhou provincial government debt is in the front row and the risk is higher. As far as the relationship between materialist dialectics and part is concerned, the state as a whole and the local government as a component of the whole, once the local government is not properly managed in time because of the debt problem, Well, it will directly affect the stability, unity and harmonious development of the whole country, and will bring a series of negative effects to the local government. We need to realistically recognize the current debt scale of the local government in Guizhou Province and the existing risks. Analyze the cause of formation and find out the corresponding management strategy. Only a clear understanding can avoid blind panic and careless, do a good job, timely prevention. In order to regulate local government debt management, the state promulgated a series of laws and regulations. The implementation proposal of Guizhou Provincial Government on strengthening government debt management was publicly published and piloted on June 7, 2015. The implementation opinion explicitly calls for the establishment of a standardized government borrowing mechanism and guarantees follow-up financing for projects under construction. To establish a scientific mechanism for government debt. With the support of the new policy, Guizhou provincial government not only needs to invest in infrastructure, but also to deal with the stock of debt, but also to prevent debt crisis. This paper mainly analyzes the present situation of the local government debt in Guizhou Province, finds out the existing problems, studies the causes of the problems and puts forward some suggestions on how to deal with the local government debt in Guizhou Province. It includes six parts. The first part is the research background and significance of the paper, the introduction of domestic and foreign research, the purpose and significance of the research, the main innovation and deficiency, the second part mainly describes some basic concepts and related theories. The third part analyzes the present situation of the local government debt in Guizhou province and the whole country. From the comparison of the two, we can see the commonness and characteristic of the local government debt in Guizhou province and the local government debt of the whole country, and then carry on the research of the fourth part. Find out the main problems existing in the local government debt in Guizhou Province and analyze the causes. The fifth part, in view of Guizhou province local government debt existence question puts forward the corresponding management suggestion. The sixth part, the main conclusions and prospects.
