【摘要】：我國(guó)城市建設(shè)投資公司最早出現(xiàn)于上世紀(jì)九十年代初,作為地方政府的投融資平臺(tái),經(jīng)過二十余年的發(fā)展,無論是從企業(yè)目標(biāo)、經(jīng)營(yíng)理念、企業(yè)功能、企業(yè)規(guī)模等多個(gè)方面都取得了長(zhǎng)足的發(fā)展和進(jìn)步,日漸成為我國(guó)城鎮(zhèn)建設(shè)、區(qū)域開發(fā)、公共服務(wù)等各個(gè)政府職能領(lǐng)域的重要力量,而且正在為我國(guó)的長(zhǎng)期可持續(xù)發(fā)展發(fā)揮無法替代的作用。但同時(shí)也應(yīng)看到,城投企業(yè)自身的發(fā)展亦不可避免地存在較多的矛盾和問題,與其息息相關(guān)的政治體制、市場(chǎng)經(jīng)濟(jì)體制、企業(yè)管理機(jī)制等還正在深化改革當(dāng)中。近期,中央政府和有關(guān)專家學(xué)者都非常關(guān)注地方債務(wù)風(fēng)險(xiǎn),而城投企業(yè)作為地方政府的融資平臺(tái),為政府承擔(dān)著絕大部分的債務(wù),地方政府債務(wù)問題是我國(guó)尚不合理的政治經(jīng)濟(jì)環(huán)境在城投企業(yè)的折射和集中表現(xiàn)。 濟(jì)南西城投資開發(fā)集團(tuán)作為濟(jì)南市政府的投融資平臺(tái)之一,基本具有我國(guó)地方城投企業(yè)的典型特征：重資產(chǎn)、高負(fù)債、依賴土地資源等,“窺一點(diǎn)而知全貌”,濟(jì)南西城集團(tuán)運(yùn)營(yíng)過程中遇到的問題,也是我國(guó)地方城投企業(yè)運(yùn)營(yíng)過程中普遍遇到的問題,因此,對(duì)西城集團(tuán)運(yùn)營(yíng)問題的深入研究并尋找解決對(duì)策,能夠?qū)ξ覈?guó)地方城投企業(yè)改善和提高運(yùn)營(yíng)水平具有普適性的意義和作用,這也正是本文以濟(jì)南西城集團(tuán)為樣本進(jìn)行分析研究的基本動(dòng)因,希望能夠推動(dòng)作為我國(guó)地方政府投融資平臺(tái)的城投企業(yè)更加良好的發(fā)展。 本文將作為地方政府投融資平臺(tái)的濟(jì)南西城投資開發(fā)集團(tuán)運(yùn)營(yíng)問題為研究對(duì)象,在梳理了濟(jì)南西城投資開發(fā)集團(tuán)的運(yùn)營(yíng)思路、運(yùn)營(yíng)模式的基礎(chǔ)上,按投融資業(yè)務(wù)運(yùn)營(yíng)體制、項(xiàng)目運(yùn)營(yíng)管理、償債能力、優(yōu)質(zhì)資產(chǎn)和資源、代建項(xiàng)目運(yùn)營(yíng)模式等,分析了濟(jì)南西城投資開發(fā)集團(tuán)運(yùn)營(yíng)問題及其成因,繼而提出了基本對(duì)策是轉(zhuǎn)變思想和行動(dòng),踐行科學(xué)的城投企業(yè)業(yè)績(jī)觀；健全項(xiàng)目管理機(jī)制,推進(jìn)項(xiàng)目管理科學(xué)化；拓展集團(tuán)主營(yíng)業(yè)務(wù),促進(jìn)平臺(tái)市場(chǎng)化轉(zhuǎn)型；建立科學(xué)的債務(wù)管理模式,依法規(guī)范整頓存量債務(wù)等。
[Abstract]:The city construction investment company of our country first appeared in the early 1990s, as the investment and financing platform of the local government, after more than 20 years of development, whether from the enterprise objectives, business philosophy, enterprise functions, The scale of enterprises and other aspects have made great progress and become an important force in the fields of government functions such as urban construction, regional development, public service and so on. And is playing an irreplaceable role for our country's long-term sustainable development. But at the same time, it should also be noticed that there are many contradictions and problems in the development of the enterprises themselves, which are closely related to the political system, the market economy system, the enterprise management mechanism and so on, and are still deepening the reform. Recently, the central government and relevant experts and scholars have been very concerned about the risk of local debt. As a financing platform for local governments, the city investment enterprises bear most of the debt for the government. The problem of local government debt is the reflection and concentration of our country's unreasonable political and economic environment in the city investment enterprises. As one of the investment and financing platforms of Jinan Municipal Government, the Xicheng Investment and Development Group of Jinan has the typical characteristics of local investment enterprises in China: heavy assets, high liabilities, dependence on land resources and so on. The problems encountered in the process of operation of Jinan Xicheng Group are also the common problems encountered in the operation of local city investment enterprises in our country. Therefore, the in-depth study on the operational problems of Xicheng Group and the search for solutions, It is of universal significance and function to improve and improve the operation level of local city investment enterprises in our country. This is the basic reason for this paper to take Jinan Xicheng Group as a sample to analyze and study. Hope to promote the local government as a platform for investment and financing of the city investment enterprises better development. In this paper, as the local government investment and financing platform of Jinan Xicheng Investment and Development Group as the object of study, on the basis of combing the Jinan Xicheng Investment and Development Group operation ideas, operating mode, according to the investment and financing business operation system, This paper analyzes the operational problems and causes of Xicheng Investment and Development Group in Jinan, including project management, solvency, high quality assets and resources, and operation mode of agency construction projects, and then puts forward the basic countermeasures to change ideas and actions. Practice the scientific view of enterprise performance; perfect the project management mechanism to promote the scientific project management; expand the main business of the group to promote the market-oriented transformation of the platform; establish a scientific debt management model to rectify the stock of debt according to law.
