【摘要】：文章基于地方政府的"土地財(cái)政"這一事實(shí),利用跳躍擴(kuò)散過程刻畫"土地財(cái)政"對(duì)債務(wù)規(guī)模測(cè)度的影響。通過求解跳躍擴(kuò)散過程,建立債務(wù)規(guī)模測(cè)度模型,分析債務(wù)規(guī)模與財(cái)政收入水平、財(cái)政收入增長(zhǎng)率、波動(dòng)率、財(cái)政收入對(duì)土地出讓收入依賴程度之間的關(guān)系。利用沖擊效應(yīng)測(cè)度土地出讓收入沖擊對(duì)債務(wù)規(guī)模的影響。分析結(jié)果表明,地方政府債務(wù)規(guī)模依賴于財(cái)政收入水平、財(cái)政收入增長(zhǎng)率、波動(dòng)率、債務(wù)風(fēng)險(xiǎn)以及財(cái)政收入對(duì)土地出讓收入的依賴程度等要素。對(duì)于債務(wù)風(fēng)險(xiǎn)較高、對(duì)"土地財(cái)政"依賴程度較高的地方政府,債務(wù)規(guī)模要適度減少。
[Abstract]:Based on the fact that the local government is "land finance", the paper uses the jump diffusion process to describe the influence of "land finance" on the measure of debt scale. By solving the process of jumping and diffusion, the paper establishes a measure model of debt scale, analyzes the scale of debt and the level of financial income, the growth rate of fiscal revenue, the fluctuation rate, and the revenue of the finance to the land transfer income. The impact of land transfer income impact on debt scale is measured by impact effect. The results show that the size of local government debt depends on the level of fiscal revenue, the rate of revenue growth, volatility, debt risk and the dependence of fiscal revenue on land leasing income. High, local governments with a high degree of dependence on land finance should have a moderate debt scale.
