【摘要】：正近年來,一些貧困地區(qū)出于經(jīng)濟(jì)社會發(fā)展需要,通過各類融資平臺舉借大量債務(wù),用于交通、水利、城市等重大基礎(chǔ)設(shè)施建設(shè),以及彌補脫貧攻堅、教育、醫(yī)療衛(wèi)生等民生事業(yè)欠賬,一定程度上促進(jìn)了地方經(jīng)濟(jì)社會發(fā)展和民生有效改善,但同時也出現(xiàn)了與地方財力不相匹配的大量政府性債務(wù),對財政經(jīng)濟(jì)平穩(wěn)運行構(gòu)成潛在威脅。筆者在對部分貧困地區(qū)負(fù)債情況進(jìn)行調(diào)研分析后發(fā)
[Abstract]:In recent years, for the sake of economic and social development, some poverty-stricken areas have borrowed a large amount of debt through various financing platforms for major infrastructure construction, such as transportation, water conservancy, cities, and so on, as well as to make up for poverty relief and tackle major problems and education. The default of medical and health services has to some extent promoted the development of local economy and society and the effective improvement of people's livelihood, but at the same time, a large number of government debts that do not match with local financial resources have appeared, which pose a potential threat to the smooth operation of financial and economic. The author made an investigation and analysis on the debt situation in some poverty-stricken areas.
