【摘要】：在經濟新常態(tài)背景下,利用市場與行政手段開展水流產權交易是提高水資源利用效率、緩解水資源危機的重要手段。針對準市場條件下的水流產權定價問題,基于微分博弈方法構建了水流產權交易微分博弈模型,運用Hamilton-Jacobi-Bell-man方法求解得出水流產權均衡價格,并定量分析了影響水流產權價格的關鍵因素和水資源價值函數(shù)。結果表明,上級政府影響因子和需求系數(shù)與水流產權價格正相關;需要適度發(fā)揮政府對水流產權價格的調節(jié)作用;各地區(qū)應合理測算水資源價值,提升地區(qū)節(jié)水能力并不斷調整水流產權定價策略。
[Abstract]:Under the background of the new normal state of economy, it is an important means to improve the efficiency of water resources utilization and alleviate the crisis of water resources by using the market and administrative means to carry out the transaction of water flow property rights. In order to solve the problem of water flow property rights pricing under quasi-market conditions, a differential game model of flow property right transaction is constructed based on differential game method, and the equilibrium price of flow property right is obtained by using Hamilton-Jacobi-Bell-man method. The key factors affecting the property price of water flow and the value function of water resources are analyzed quantitatively. The results show that the influence factors and demand coefficients of higher governments are positively related to the price of water property rights, the government should play an appropriate role in regulating the price of water property rights, and the value of water resources should be reasonably measured in all regions. Improve regional water saving capacity and constantly adjust the pricing strategy of water property rights.
