【摘要】：目前，我國(guó)地方政府債務(wù)的規(guī)模較為龐大，且有不斷攀升之勢(shì)。截至2013年6月，我國(guó)地方政府債務(wù)的總余額達(dá)到178,908.66億元。地方政府性債務(wù)的風(fēng)險(xiǎn)也在不斷的出現(xiàn)，對(duì)地方政府債務(wù)風(fēng)險(xiǎn)及風(fēng)范的研究已到了迫在眉睫的階段。 地方政府是我國(guó)單一制下非常重要的組成部分，它承擔(dān)著我國(guó)地區(qū)發(fā)展的重任，是中央政府政策的實(shí)際執(zhí)行者。地區(qū)的穩(wěn)定、和諧發(fā)展是整個(gè)國(guó)家穩(wěn)定和諧的基礎(chǔ)。地方政府債務(wù)風(fēng)險(xiǎn)的存在會(huì)給地方政府發(fā)揮職能帶來(lái)影響，需要及時(shí)對(duì)其進(jìn)行研究，防止風(fēng)險(xiǎn)的繼續(xù)擴(kuò)大從而影響到整個(gè)社會(huì)的經(jīng)濟(jì)、政治等方面。 本文主要是通過(guò)對(duì)地方政府債務(wù)的現(xiàn)狀進(jìn)行分析，發(fā)現(xiàn)其存在的風(fēng)險(xiǎn)，并對(duì)問(wèn)題形成的原因進(jìn)行深入的研究。具體包括五個(gè)部分：第一部分對(duì)地政府債務(wù)的現(xiàn)狀進(jìn)行分析，掌握地方政府債務(wù)的結(jié)構(gòu)和規(guī)模；第二部分介紹了我國(guó)地方政府性債務(wù)膨脹的原因；第三部分對(duì)地方政府債務(wù)的風(fēng)險(xiǎn)進(jìn)行分析和整理。發(fā)現(xiàn)地方政府債務(wù)存在違約風(fēng)險(xiǎn)，，債務(wù)結(jié)構(gòu)復(fù)雜、債務(wù)隱性化的風(fēng)險(xiǎn)，債務(wù)責(zé)任約束軟化的或有負(fù)債風(fēng)險(xiǎn)以及債務(wù)風(fēng)險(xiǎn)向金融體系和宏觀經(jīng)濟(jì)轉(zhuǎn)移的風(fēng)險(xiǎn)等；第四部分通過(guò)國(guó)際比較探尋我國(guó)地方政府性債務(wù)風(fēng)險(xiǎn)的防范思路；第五部分對(duì)地方政府債務(wù)風(fēng)險(xiǎn)提出相關(guān)化解和防范的對(duì)策。
[Abstract]:At present , the scale of local government debt in our country is relatively large , and there is a rising trend . As of June 2013 , the total balance of local government debt in our country reached RMB 178 , 908.66 billion yuan . The risk of local government debt has also been constantly emerging , and the research on local government debt risk and style has come to an immediate stage .

Local government is a very important part of our country ' s single system , it bears the responsibility of the development of our country , it is the actual performer of the central government policy . The stability and harmonious development of the region are the foundation for the stable harmony of the whole country . The existence of the local government debt risk can bring about the function of the local government . It is necessary to study it in time to prevent the continuation of the risk so as to affect the economy and politics of the whole society .

This paper mainly analyzes the present situation of local government debt , finds out the risks and makes an in - depth study on the reasons for the formation of the problem .
The second part introduces the causes of local government debt expansion in our country ;
The third part analyzes and collates the risk of local government debt . It is found that the local government debt has the risk of default , the structure of the debt is complicated , the risk of debt recessive , the softening of debt responsibility constraint or the risk of debt liability and the risk of debt risk to the financial system and the macro - economic transfer ;
The fourth part explores the idea of prevention of local government debt risk in our country through international comparison .
The fifth part puts forward the countermeasures to resolve and prevent the local government debt risk .
