【摘要】：地方政府性債務(wù)是解決地方政府資源跨期配置問題、為地方政府提供財力保障的重要財政工具之一。近年來,隨著我國城鎮(zhèn)化進程不斷加快,地方政府基礎(chǔ)設(shè)施建設(shè)需求、融資需求急劇擴張。包括地方政府債券、地方融資平臺公司債務(wù)在內(nèi)的地方政府性債務(wù)為我國地方經(jīng)濟發(fā)展、基礎(chǔ)設(shè)施建設(shè)及民生改善提供了巨大助力。然而,由于監(jiān)管疏漏、制度缺陷等原因,我國地方政府性債務(wù)增速較快,埋下風(fēng)險隱患。2013年審計署審計結(jié)果顯示,截至2013年6月,我國地方政府性債務(wù)總規(guī)模已達到178908.66億元,占全國政府性債務(wù)總規(guī)模的86%,較2010年底增長67%。其中,我國地方政府負有償還責(zé)任的債務(wù)108859.17億元,政府負有擔(dān)保責(zé)任的債務(wù)26655.77億元,政府可能承擔(dān)一定救助責(zé)任的債務(wù)43393.72億元。 2008年歐洲主權(quán)債務(wù)危機、2013年底特律政府破產(chǎn)案以及2014年“11超日債”兌付違約案等案例警示我們,債務(wù)問題的影響不僅僅局限于經(jīng)濟領(lǐng)域,極易牽一發(fā)而動全身,產(chǎn)生連鎖反應(yīng),引發(fā)政治、社會等多方面問題。為此,綜合分析我國地方政府性債務(wù)現(xiàn)狀、揭示地方政府性債務(wù)風(fēng)險、吸收發(fā)達國家經(jīng)驗并提出適合我國的風(fēng)險管理方案具有重要意義。 本文從相關(guān)理論概念出發(fā),介紹地方政府性債務(wù)、地方政府性債務(wù)風(fēng)險相關(guān)理論,如財政風(fēng)險矩陣等；闡述我國地方政府性債務(wù)管理基本情況；分析我國地方政府性債務(wù)規(guī)模及風(fēng)險狀況；借鑒發(fā)達國家相關(guān)經(jīng)驗,拓寬思路；最終結(jié)合全文內(nèi)容,提出適合我國的地方政府性債務(wù)風(fēng)險管理政策建議。
[Abstract]:Local government debt is one of the important financial tools to solve the problem of intertemporal allocation of local government resources and provide financial support for local governments. In recent years, with the acceleration of the urbanization process in China, local government infrastructure construction needs. Local government debt, including local government bonds and local financing platform corporate debt, has provided a huge boost to local economic development, infrastructure construction and livelihood improvement in China. However, due to regulatory omissions, For reasons such as institutional defects, the growth rate of local government debt in China is relatively fast, and the risks are hidden. The audit results of the Audit Office in 2013 showed that by June 2013, the total scale of local government debt in China had reached 17.890866 trillion yuan. It accounts for 86 percent of the total national government debt, 67 percent more than at the end of 2010. Of these, 10.885917 trillion yuan is owed by the local government, 2.665577 trillion by the government, and 4.339372 trillion by the government. The European sovereign debt crisis in 2008, the Detroit government bankruptcy in 2013, and the 2014 default on "11 extra Japanese bonds" warn us that the impact of the debt problem is not limited to the economy, it is easy to pull the trigger and create a chain reaction. Therefore, it is of great significance to analyze comprehensively the present situation of local government debt in China, to reveal the risk of local government debt, to absorb the experience of developed countries and to put forward a risk management scheme suitable for our country. This paper introduces the related theories of local government debt and local government debt risk, such as fiscal risk matrix, and expounds the basic situation of local government debt management in China. This paper analyzes the scale and risk situation of local government debt in China; draws lessons from the relevant experiences of developed countries and widens the ideas; finally combines the content of the full text and puts forward some policy suggestions on risk management of local government debt suitable for our country.
