【摘要】：隨著我國市場經(jīng)濟的快速發(fā)展,城鎮(zhèn)化的步伐不斷加快,地方政府的支出責(zé)任也隨之迅速增加。但是由于分稅制改革之后,財權(quán)不斷上移,事權(quán)不斷下移,使得我國各級地方政府預(yù)算內(nèi)的財政收入越來越難以滿足其不斷膨脹的支出需求,所以舉債融資的傾向也就愈加強烈。2008年金融危機爆發(fā)之后,我國實行了較大強度的積極財政政策,直接導(dǎo)致了地方政府債務(wù)的急劇擴張。根據(jù)我國審計署公布的相關(guān)統(tǒng)計數(shù)據(jù),雖然目前我國地方政府的債務(wù)整體處于安全范圍,但是部分地區(qū)已出現(xiàn)了嚴(yán)重過量負(fù)債或債務(wù)管理不規(guī)范等問題。面對債務(wù)風(fēng)險總體可控,但局部風(fēng)險嚴(yán)重的現(xiàn)狀,若放任地方政府債務(wù)繼續(xù)擴張,將可能會引發(fā)嚴(yán)重的債務(wù)危機,對我國甚至是世界經(jīng)濟造成嚴(yán)重沖擊。因此,進一步防控債務(wù)風(fēng)險對于保證未來我國經(jīng)濟的穩(wěn)定增長至關(guān)重要。本文旨在對我國地方政府債務(wù)目前在結(jié)構(gòu)方面所顯現(xiàn)出的風(fēng)險進行系統(tǒng)的分析的基礎(chǔ)上,探究未來我國相應(yīng)的治理政策。本文在搜集、查閱國內(nèi)外大量的相關(guān)文獻并進行整理的基礎(chǔ)上,從我國實際國情出發(fā),綜合運用多種研究方法,從結(jié)構(gòu)的角度系統(tǒng)的研究了地方政府債務(wù)風(fēng)險問題。首先,詳細(xì)闡述了相關(guān)概念和理論基礎(chǔ)。其次,依據(jù)審計署公布的相關(guān)審計結(jié)果中的統(tǒng)計數(shù)據(jù),在對數(shù)據(jù)進行整合并繪制大量圖表的基礎(chǔ)上,從債務(wù)的規(guī)模和結(jié)構(gòu)兩個的層面,直觀系統(tǒng)的分析了我國地方政府債務(wù)的現(xiàn)狀。在此,分別從區(qū)域分布結(jié)構(gòu)、層級結(jié)構(gòu)、舉債主體結(jié)構(gòu)、資金來源結(jié)構(gòu)、資金使用結(jié)構(gòu)、償債期限結(jié)構(gòu)等多個方面對地方政府債務(wù)所顯現(xiàn)出的風(fēng)險進行了結(jié)構(gòu)性的分析。然后,從體制建設(shè)、國家宏觀經(jīng)濟發(fā)展及政策變動、債務(wù)管理等多方面系統(tǒng)性的探究了債務(wù)風(fēng)險的具體成因。最后,在對我國近幾年加強管理地方政府債務(wù)具體措施進行了梳理和總結(jié)的基礎(chǔ)上,分別從完善相關(guān)體制建設(shè)、加強債務(wù)管理、完善政府融資方式等方面探究了進一步有效防控債務(wù)風(fēng)險的合理性對策。
[Abstract]:With the rapid development of China's market economy, the pace of urbanization has been speeding up, and the expenditure responsibility of local governments has also increased rapidly. However, after the reform of the tax sharing system, the financial power has been constantly moving up and down. This makes it more and more difficult for local governments at all levels to meet their ever-expanding expenditure needs in their budgets, so the propensity to borrow for financing is becoming more and more intense. After the financial crisis broke out in 2008, China has implemented a strong and active fiscal policy, which has directly led to the rapid expansion of local government debt. According to the relevant statistics published by the Audit Office of our country, although at present the debts of local governments in our country are in a safe range as a whole, However, in some regions there have been serious problems such as excessive debt or non-standard debt management. In the face of the situation where debt risks are generally controllable but local risks are serious, if local government debt is allowed to continue to expand, It will probably lead to a serious debt crisis, which will have a serious impact on our country and even the world economy. Further prevention and control of debt risk is very important to ensure the stable growth of our economy in the future. On the basis of collecting, consulting and sorting out a large number of relevant documents at home and abroad, and proceeding from the actual situation of our country, this paper comprehensively applies a variety of research methods. This paper systematically studies the problem of local government debt risk from the perspective of structure. Firstly, the related concepts and theoretical basis are elaborated in detail. Secondly, according to the statistical data of the audit results published by the Audit Office, On the basis of integrating the data and drawing a large number of charts, this paper analyzes the present situation of local government debt in China from the two levels of debt scale and structure. The main structure of borrowing, the structure of capital source, the structure of capital use, the structure of repayment maturity, and so on, have carried on the structural analysis to the risk of the local government debt. The national macroeconomic development and policy changes, debt management and other aspects systematically explore the specific causes of debt risk. Finally, on the basis of combing and summarizing the concrete measures to strengthen the management of local government debt in recent years, The rational countermeasures of further effective prevention and control of debt risk are explored from the aspects of perfecting related system construction, strengthening debt management, perfecting government financing methods and so on.
