【摘要】：著力推進(jìn)供給側(cè)結(jié)構(gòu)性改革是黨和國家綜合研判世界經(jīng)濟(jì)形勢和我國經(jīng)濟(jì)發(fā)展新常態(tài)作出的重大決策,近期重點(diǎn)任務(wù)是著力推進(jìn)"三去一降一補(bǔ)"。本文在回顧供給側(cè)結(jié)構(gòu)性改革政策及綜述相關(guān)理論及實(shí)踐問題探討的基礎(chǔ)上,分析了資本市場助力供給側(cè)結(jié)構(gòu)性改革的歷史使命,包括具有去杠桿、降成本的比較優(yōu)勢,擁有并購重組、資產(chǎn)支持證券等市場化手段,是補(bǔ)強(qiáng)國家環(huán)境治理、扶貧攻堅(jiān)等發(fā)展短板的助推器。進(jìn)而,本文提出了推進(jìn)資本市場自身改革,大力推動(dòng)股權(quán)、債權(quán)融資,規(guī)范發(fā)展并購重組、資產(chǎn)支持證券業(yè)務(wù),嚴(yán)格執(zhí)行相關(guān)補(bǔ)短板政策等助推供給側(cè)結(jié)構(gòu)性改革的政策建議。
[Abstract]:To push forward supply-side structural reform is a major decision made by the Party and the state to comprehensively judge the world economic situation and the new normal state of economic development in China. The key task in the near future is to push forward "three go, one decline and one supplement". Based on the review of the supply-side structural reform policy and the review of relevant theoretical and practical issues, this paper analyzes the historical mission of the supply-side structural reform assisted by the capital market. Including the comparative advantages of deleveraging, cost reduction, merger and acquisition, asset backed securities, and other market-oriented means, it is a booster for strengthening the national environmental governance, helping the poor to tackle difficulties, and so on. This paper puts forward some policy suggestions to promote supply-side structural reform, such as promoting the reform of capital market itself, promoting equity and creditor's rights financing, standardizing the development of mergers and acquisitions, developing asset-backed securities business, and strictly carrying out the relevant policies.
