【摘要】：我國證券市場自成立以來，其在推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、優(yōu)化資源配置和促進(jìn)我國經(jīng)濟(jì)健康穩(wěn)定發(fā)展方面起到了很大的推動(dòng)作用。但是，目前我國的證券市場還很不規(guī)范，問題層出不窮，這對我國證券市場的發(fā)展產(chǎn)生了極大的影響，同時(shí)也阻礙了國民經(jīng)濟(jì)的增長。從我國證券市場開始建立之時(shí)，證券市場上就不斷出現(xiàn)各種丑聞。從“銀廣夏”到“德隆系”案件，這些事件都對我國證券市場造成了極壞的影響。在社會的呼吁聲中，我國政府逐漸采取了相應(yīng)措施來加強(qiáng)對證券市場的監(jiān)管，其中包括制定監(jiān)管法規(guī)，查處違法違規(guī)行為，但是丑聞仍然層出不窮。處在轉(zhuǎn)型期的發(fā)展中國家為了實(shí)現(xiàn)經(jīng)濟(jì)發(fā)展目標(biāo)，需要在體制轉(zhuǎn)軌過程中利用有價(jià)證券市場作為資本市場的主體，于是證券市場便在政府的強(qiáng)制性主動(dòng)安排下產(chǎn)生了�；A(chǔ)薄弱，，法制不健全，運(yùn)作不規(guī)范就成為了我國證券市場的突出問題。 我國是一個(gè)新興的轉(zhuǎn)軌市場，雖然當(dāng)下格局已經(jīng)創(chuàng)建了一個(gè)集中的監(jiān)管架構(gòu)，但監(jiān)管的現(xiàn)實(shí)效率相對較低。分析中國的證券監(jiān)管效率低下的主要原因，并研究升級和改進(jìn)監(jiān)管效率的方法具有理論和現(xiàn)實(shí)的雙重意義。本文的研究思路是緊緊圍繞“證券市場監(jiān)管效率”這一主題，從分析驗(yàn)證我國目前證券監(jiān)管效率低下的現(xiàn)狀出發(fā)，總結(jié)導(dǎo)致證券監(jiān)管效率低下的問題并分析其原因，然后從博弈分析的角度提出改進(jìn)和提高我國的證券監(jiān)管效率的措施，重構(gòu)證券監(jiān)管結(jié)構(gòu)模式，建立對監(jiān)管者的激勵(lì)約束機(jī)制，綜合理論闡述和實(shí)證分析方法研究中國證券市場的效率問題。這對我國證券監(jiān)管的發(fā)展不僅具有理論意義，同時(shí)具有現(xiàn)實(shí)的實(shí)踐意義。
[Abstract]:Since the establishment of China's securities market, it has played a great role in promoting the adjustment of industrial structure, optimizing the allocation of resources and promoting the healthy and stable development of our economy. At present, the securities market in our country is still not standardized, and the problems emerge in endlessly, which has a great impact on the development of the securities market in our country, and also hinders the growth of the national economy. There have been various scandals in the securities market. From the case of "Silver Guangxia" to "Delong system", these incidents have caused a very bad impact on the securities market of our country. Our government has gradually taken appropriate measures to strengthen the supervision of the securities market, including the formulation of regulatory laws and regulations to investigate illegal acts. In order to achieve the goal of economic development, developing countries in transition need to use the marketable securities market as the main body of the capital market in the process of system transition. As a result, the securities market has come into being under the compulsory and active arrangement of the government. The weak foundation, imperfect legal system and irregular operation have become the outstanding problems in the securities market of our country. China is a new transition market, although the current situation has created a centralized regulatory framework, but the actual efficiency of regulation is relatively low. And to study the methods of upgrading and improving regulatory efficiency has both theoretical and practical significance. The research idea of this paper is to focus on the theme of "regulatory efficiency of securities market". Based on the analysis and verification of the current situation of the low efficiency of securities supervision in China, the paper summarizes the problems that lead to the low efficiency of securities supervision and analyzes the reasons. Then from the point of view of game analysis, the paper puts forward some measures to improve and improve the efficiency of securities supervision in our country, reconstructs the structural model of securities supervision, and establishes the incentive and restraint mechanism for regulators. Comprehensive theoretical analysis and empirical analysis of the efficiency of China's securities market, which not only has theoretical significance for the development of securities supervision in China, but also has practical significance.
