風(fēng)險認(rèn)知和分配偏好是公私伙伴關(guān)系（PPP）的重要組成部分。因為PPP中公共和私營部門之間的任何談判中的基本緊張關(guān)系通常歸結(jié)為這樣一個問題:誰來負(fù)責(zé)管理特定風(fēng)險?然而研究文獻(xiàn)表明,這些現(xiàn)象還沒有得到充分研究,因此他們?nèi)匀缓茈y理解。之前關(guān)于公私合作伙伴關(guān)系（PPP）的研究指出,PPP項目需要客觀,可靠和實用的風(fēng)險評估模型,并且各方之間建立公平的風(fēng)險分配系統(tǒng)是成功實施PPP項目的基礎(chǔ)。為了揭示這些現(xiàn)象,本文的研究考察實證旨在識別和評估中國PPP項目交付的主要風(fēng)險,以及如何恰當(dāng)?shù)胤峙涔讲块T之間的風(fēng)險。它還旨在證明在中國參與PPP的不同利益相關(guān)方群體的看法是否存在顯著差異。本文采用問卷調(diào)查的方式考察了不同風(fēng)險因素的重要性,并分析了PPP項目中各方風(fēng)險因素的分配情況。Mann-Whitney U檢驗用于調(diào)查對私營部門和公共部門以及工業(yè)從業(yè)者和學(xué)術(shù)部門的看法是否有顯著差異。調(diào)查結(jié)果顯示,中國PPP項目最重要的三大風(fēng)險因素是（1）通貨膨脹,（2）完成風(fēng)險和（3）政府腐敗。這些結(jié)果表明,政府的參與可能是PPP項目成功的主要障礙,以及未能按時完成項目。曼-惠特尼U檢驗的實證結(jié)果顯示,中國有十種風(fēng)險因素在...
