【摘要】：住建部、財政部等七部門基于解決保障性住房建設(shè)資金缺乏和住房公積金結(jié)余資金較多,資金運行效率地下的問題聯(lián)合印發(fā)了《關(guān)于利用住房公積金支持保障性住房建設(shè)試點工作的實施意見》,文件中規(guī)定以試點的方式用可負擔(dān)得起的住房公積金貸款定向支持給保障性住房建設(shè),這是國家住建部對住房公積金沉淀資金利用上的重大改革,其突出表現(xiàn)是將公積金與保障房建設(shè)結(jié)合起來,既盤活了大量的存量公積金,又提供了有效的貸款資金用以支持保障性住房建設(shè),實現(xiàn)了公積金制度的職能需要,并實現(xiàn)了存量資金的保值增值。本文立足我國經(jīng)濟、社會發(fā)展的實際情況,以H市試點項目為依托,從兩者的制度、優(yōu)勢、存在的問題等方面進行分析,對政策的有效實施進行了探索,提出了更加完善的操作措施和建議政策,期待住房公積金支持保障性住房建設(shè)的發(fā)展能夠更加的完善、惠及民生。
[Abstract]:The Ministry of Housing and Construction, the Ministry of Finance and other seven departments jointly issued the "opinions on the implementation of the pilot work of using the Housing Provident Fund to support the Construction of affordable Housing" based on solving the problems of the lack of funds for the construction of affordable housing and the large balance of funds in the housing provident fund, and jointly issued the opinions on the implementation of the pilot work on the use of the Housing Provident Fund to support the Construction of affordable Housing in a pilot manner, which stipulates that affordable housing provident fund loans are used to provide targeted support to the construction of affordable housing. This is an important reform of the utilization of the precipitated funds of the housing provident fund by the Ministry of Housing and Construction. Its outstanding performance is to combine the provident fund with the construction of indemnificatory apartment, which not only invigorates a large number of stock provident funds, but also provides effective loan funds to support the construction of affordable housing, realizes the functional needs of the provident fund system, and realizes the maintenance and appreciation of the stock funds. Based on the actual situation of economic and social development in our country, based on the pilot project of H city, this paper analyzes the effective implementation of the policy from the aspects of system, advantages and existing problems, and puts forward more perfect operational measures and suggested policies. It is expected that the development of affordable housing construction supported by housing provident fund can be more perfect and benefit the people's livelihood.
