基于城市可持續(xù)發(fā)展的城市綜合體開發(fā)決策研究

【摘要】:可持續(xù)發(fā)展是當今世界發(fā)展的主流理念,城市作為人類活動的主要場所,是全社會可持續(xù)發(fā)展能力建設(shè)的行動重點和戰(zhàn)略支點。作為一個高速城鎮(zhèn)化的人口大國,我國城市可持續(xù)發(fā)展面臨挑戰(zhàn),必須走生態(tài)化、集約化、高科技創(chuàng)新化的轉(zhuǎn)型發(fā)展道路。城市綜合體作為產(chǎn)業(yè)綜合化、土地集約利用、多業(yè)態(tài)組合的大型商業(yè)地產(chǎn)開發(fā)模式,受到政府和開發(fā)商的共同推崇。 通過分析城市可持續(xù)發(fā)展及城市綜合體開發(fā)的關(guān)系,明確成功的城市綜合體通過自身的可持續(xù)發(fā)展不僅能實現(xiàn)資產(chǎn)及商業(yè)價值的持續(xù)升值,也能夠迎合我國城市轉(zhuǎn)型、產(chǎn)業(yè)優(yōu)化升級、城市形象提升、土地資源優(yōu)化利用等需求,進而促進城市經(jīng)濟、社會、生態(tài)的可持續(xù)發(fā)展。然而,在大量開發(fā)過程中,部分城市綜合體面臨嚴重的不可持續(xù)性問題,非理性規(guī)劃、定位不準、盲目求大、資金匱乏、招商困難、同質(zhì)現(xiàn)象嚴重、運營乏力、與文脈脫節(jié)、未貫徹生態(tài)可持續(xù)理念等現(xiàn)象導致部分城市綜合體的后期運營困難重重,進而影響城市的可持續(xù)發(fā)展。在開發(fā)過程中對城市綜合體進行科學的前期決策是城市綜合體實現(xiàn)其自身商業(yè)價值及促進城市可持續(xù)發(fā)展的前提。 文章研究城市綜合體開發(fā)決策階段,通過對城市綜合體開發(fā)決策流程及利益相關(guān)者的分析,指出在城市可持續(xù)發(fā)展理念指導下,政府、開發(fā)商和公眾是綜合體開發(fā)決策階段的三大利益相關(guān)者,其中政府是城市綜合體開發(fā)決策的引導者和監(jiān)督者,開發(fā)商是城市綜合體開發(fā)決策的執(zhí)行者,公眾是城市綜合體開發(fā)決策的決定者。為了實現(xiàn)城市綜合體與城市的協(xié)調(diào)可持續(xù)發(fā)展,,在開發(fā)決策過程中,政府(代表公眾)和開發(fā)商均應轉(zhuǎn)變開發(fā)思維,立足于城市價值與城市綜合體價值共同生長的角度,發(fā)揮各自職能,共同完善城市綜合體開發(fā)決策體系的建設(shè)。 基于城市可持續(xù)發(fā)展的角度,筆者認為政府應從基礎(chǔ)職能完善、鼓勵扶持、控制、監(jiān)督這四個角度對城市綜合體開發(fā)決策進行引導。開發(fā)商應從:確定項目整體形象定位,確定項目發(fā)展模式,確定項目規(guī)模及功能組合,確定項目投融資及盈利模式,確定項目招商及運營模式,確定規(guī)劃設(shè)計中社會及生態(tài)發(fā)展原則這六個方面建立開發(fā)決策目標體系。
[Abstract]:Sustainable development is the mainstream concept of the development of the world today. As the main place of human activities, the city is the action focus and strategic fulcrum of the capacity building of the sustainable development of the whole society. As a populous country with high speed urbanization, the sustainable development of cities in China is facing challenges, and we must take the road of ecological, intensive and high-tech innovation. As a large commercial real estate development model of industrial integration, intensive land use and multi-business combination, urban complex has been respected by the government and developers. By analyzing the relationship between urban sustainable development and urban complex development, it is clear that successful urban complex can not only realize the continuous appreciation of assets and commercial value through its own sustainable development, but also meet the needs of urban transformation, industrial upgrading, urban image promotion, optimal utilization of land resources and so on, so as to promote the sustainable development of urban economy, society and ecology. However, in the process of a large number of development, some urban complexes are faced with serious unsustainable problems, irrational planning, inaccurate positioning, blind seeking, lack of funds, difficulty in attracting investment, serious homogeneity, weak operation, disconnection with context, failure to implement the concept of ecological sustainability, and so on, which leads to the difficulties in the later operation of some urban complexes, thus affecting the sustainable development of the city. In the process of development, the scientific early decision of the urban complex is the premise for the urban complex to realize its own commercial value and promote the sustainable development of the city. This paper studies the decision-making stage of urban complex development, and through the analysis of the decision-making process and stakeholders of urban complex development, points out that under the guidance of the concept of urban sustainable development, the government, developers and the public are the three major stakeholders in the decision-making stage of urban complex development, in which the government is the guide and supervisor of urban complex development decision-making, and the developer is the executor of urban complex development decision-making. The public is the decider of the development decision of the urban complex. In order to realize the coordinated and sustainable development of urban complex and city, in the process of development decision-making, the government (on behalf of the public) and developers should change their development thinking, based on the point of view of the common growth of urban value and urban complex value, give full play to their respective functions, and jointly improve the construction of urban complex development decision-making system. Based on the point of view of urban sustainable development, the author believes that the government should guide the development decision of urban complex from four angles: perfect basic functions, encouraging support, control and supervision. Developers should establish a development decision target system from six aspects: determining the overall image orientation of the project, determining the project development model, determining the project scale and function combination, determining the project investment and financing and profit model, determining the project investment and operation mode, and determining the social and ecological development principles in the planning and design.
