【摘要】：隨著各種土地利用問題的出現(xiàn)以及可持續(xù)發(fā)展理論研究的深入，我國土地資源可持續(xù)利用的研究也日漸增多。論文通過文獻(xiàn)研究、統(tǒng)計分析、實證分析、定性與定量分析等方法對重慶市的土地可持續(xù)利用進(jìn)行評價和對策分析。 論文基于可持續(xù)發(fā)展理論、系統(tǒng)論和人地關(guān)系協(xié)調(diào)理論，全面而客觀的分析和解決問題�？沙掷m(xù)土地利用可以看成是可持續(xù)發(fā)展理論在土地領(lǐng)域的一種拓展，作為一個系統(tǒng)，土地可持續(xù)利用具有整體性、層次性和開放性的特征，論文從土地可持續(xù)利用系統(tǒng)的內(nèi)部和外部、整體和局部來研究問題，在三大理論的支撐下構(gòu)建論文的框架結(jié)構(gòu)。 首先，論文通過文獻(xiàn)研究歸納總結(jié)了土地可持續(xù)利用的相關(guān)概念、相關(guān)理論，主要包括可持續(xù)土地利用的基本內(nèi)涵、主要影響因素、目標(biāo)以及與論文相關(guān)的三大理論。并通過實證分析和統(tǒng)計分析的方法分析重慶市土地利用的條件與現(xiàn)狀，根據(jù)條件與現(xiàn)狀分析了重慶市可持續(xù)土地利用存在的土地生產(chǎn)力和利用結(jié)構(gòu)、自然災(zāi)害、土地政策等相關(guān)問題。 其次，論文依據(jù)土地可持續(xù)利用評價指標(biāo)體系的構(gòu)建原則，參考其他專家學(xué)者構(gòu)建的評價指標(biāo)體系，結(jié)合重慶市的區(qū)域特征，把評價指標(biāo)體系分為目標(biāo)層、準(zhǔn)則層和指標(biāo)層三個層次，，選取了21個具有代表性的指標(biāo)。評價方法的選擇上，論文既考慮整體又關(guān)注細(xì)節(jié)，從綜合評價和單指標(biāo)多角度評價兩方面入手，并用熵權(quán)法確定指標(biāo)的權(quán)重。 最后，論文用加權(quán)函數(shù)法得出重慶市土地可持續(xù)利用的水平，在進(jìn)行兩方面評價的同時加入了系統(tǒng)協(xié)調(diào)性分析。在前文分析的基礎(chǔ)上，對促進(jìn)重慶市土地可持續(xù)利用要處理的幾個關(guān)系上提出了建議，并對未來發(fā)展進(jìn)行了對策分析。 論文的研究表明，重慶市的土地可持續(xù)利用水平在2008-2012年基本處于弱可持續(xù)階段，上升勢頭明顯，系統(tǒng)的可協(xié)調(diào)性良好。重慶市土地可持續(xù)利用存在的主要問題包括耕地生產(chǎn)力低、建設(shè)用地盲目擴(kuò)張、自然災(zāi)害對土地利用影響不利以及土地管理體制不健全。政府需要從人口、自然、經(jīng)濟(jì)、耕地、規(guī)劃、制度等角度入手提高重慶市土地可持續(xù)利用水平。 論文的研究豐富了土地可持續(xù)利用的理論體系和研究方法，并為其他區(qū)域的土地可持續(xù)利用研究提供了良好的借鑒。
[Abstract]:With the emergence of various land use problems and the deepening of the theoretical research on sustainable development, the research on sustainable use of land resources in China is increasing day by day. By means of literature research, statistical analysis, empirical analysis, qualitative and quantitative analysis, this paper evaluates and analyzes the sustainable use of land in Chongqing. Based on sustainable development theory, system theory and human-land relationship coordination theory, this paper analyzes and solves problems comprehensively and objectively. Sustainable land use can be regarded as an extension of the theory of sustainable development in the field of land. As a system, sustainable land use has the characteristics of integrity, hierarchy and openness. This paper studies the problems from the interior and exterior, the whole and the part of the land sustainable use system, and constructs the frame structure of the paper under the support of the three theories. Firstly, the paper summarizes the related concepts and theories of sustainable land use through literature research, mainly including the basic connotation of sustainable land use, the main influencing factors, the objectives and the three theories related to the paper. And through the empirical analysis and statistical analysis of the conditions and status of land use in Chongqing, according to the conditions and current situation of sustainable land use in Chongqing, the existence of land productivity and land use structure, natural disasters, analysis of the existence of sustainable land use in Chongqing. Land policy and other related issues. Secondly, according to the construction principle of land sustainable use evaluation index system, referring to the evaluation index system constructed by other experts and scholars, combined with the regional characteristics of Chongqing, the evaluation index system is divided into target layer. Twenty-one representative indexes are selected from three levels: criterion layer and index layer. In the selection of the evaluation method, the paper considers the whole and pays attention to the details, starts with the comprehensive evaluation and the single index multi-angle evaluation, and determines the weight of the index by entropy method. Finally, the paper uses the weighted function method to obtain the level of sustainable use of land in Chongqing, and at the same time adds the system coordination analysis to the evaluation in two aspects. On the basis of the analysis above, some suggestions are put forward to promote the sustainable use of land in Chongqing, and the countermeasures for the future development are analyzed. The research shows that the level of land sustainable use in Chongqing is in the weak sustainable stage from 2008 to 2012, the rising trend is obvious, and the coordination of the system is good. The main problems existing in sustainable land use in Chongqing include low productivity of cultivated land, blind expansion of construction land, adverse effects of natural disasters on land use and imperfect land management system. The government needs to improve the level of sustainable land use in Chongqing from the aspects of population, nature, economy, cultivated land, planning and system. The study of this paper enriches the theoretical system and research methods of land sustainable use, and provides a good reference for the study of land sustainable use in other regions.
