物流倉儲中心招標(biāo)控制價作業(yè)指導(dǎo)書編制研究
[Abstract]:The promulgation and implementation of "Construction quantity list valuation Code" (GB50500-2013) of 2013 edition has strengthened the compulsion of bidding control price establishment, and the effect of bill of quantities valuation mode on "market" and "price" has also been highlighted. With the realization of global logistics, the level of planning and design of logistics warehousing center is gradually improving, and the construction demand for this kind of project is also increasing. However, in the actual bidding process, the tenderers do not attach enough importance to the bidding control price preparation and lack of scientific and reasonable guidance methods, which lead to the occurrence of unfair competition in the bidding process. In view of the above problems, this paper studies the rationality of bidding control price of logistics storage center projects. The main contents of the study include the following three aspects: first, Through the study of the nature of bidding and the development of list pricing mode, the causes of bidding control price are analyzed. According to the literature research, the production of tender control price is to solve the problems of "bidding without base bidding" and "bidding with base bid", but the reason of economics has not given reasonable explanation for its deep-seated sociological and economic reasons, for example, the problem of besieging and collating bids in the process of "bidding without base bidding" and "setting base tender". Based on the basic principles of bidding, this paper makes a thorough analysis of the role of tender control price, and clarifies the social and economic significance of tender control price. The production of tender control price is conducive to the realization of the orderly competition mode of "government guiding price, enterprise bidding independently, market forming price". In essence, it has the function of standardizing competition and promoting the perfect market system. Secondly, taking the function of bidding control price as the research direction, the main relevant elements of the construction project: the contractor, the contractor and the construction project itself are analyzed by the association analysis. Thus in-depth analysis of the role of tender price control and behind the theoretical guidance. Firstly, the influence of bidding control price on the competition between contractor and contractor is analyzed. Based on the game theory and the basic principle of information asymmetry theory, the paper analyzes the influence of bidding control price on the competition between contractor and contractor. This paper explains the influence of the setting degree of tender control price on competition improvement and the alleviation of information asymmetry. Secondly, the role of bidding control price as an investment control strategy to contractor behavior restriction is analyzed. Based on the principal-agent theory, the preparation level of tender control price is determined to prevent moral hazard and adverse selection. Finally, the influence of tender control price on the initial formation of contract state and the change of contract state is analyzed. Based on the theory of pre-contract obligation, this paper studies the validity of tender control price, the possibility of its accommodation rule and the possibility of application of historical interpretation principle. Thirdly, combining the above-mentioned theoretical analysis and the characteristics of logistics storage center project, this paper analyzes the decision-making basis and compilation details of similar projects, and forms a guiding conclusion for the compilation of tender control price of this kind of project. According to the above-mentioned research, the evaluation criteria of bidding control price of a logistics warehouse center are determined. At the same time, the weight of each criterion is assigned according to the project of a logistics warehouse center, and the comprehensive weight of each criterion is calculated. The reasonable range of the tender control price of the project is obtained. In this section, the detailed work contents, such as drawing up the list of quantities, describing the characteristics of the project, drawing up the routine construction plan and determining the comprehensive unit price, etc. in the process of compiling the tender control price of the project are described in detail.
