【摘要】：當(dāng)前,IT風(fēng)險已成為銀行風(fēng)險的重要組成部分。人民銀行作為金融業(yè)關(guān)鍵信息基礎(chǔ)設(shè)施運行的管理部門,迫切需要加強(qiáng)自身IT風(fēng)險應(yīng)急管理理論和實踐方面的研究。文章針對人民銀行應(yīng)急評估工作現(xiàn)狀和存在問題,總結(jié)國內(nèi)外有關(guān)應(yīng)急評估經(jīng)驗,以序關(guān)系分析法(G1)和熵值法為基本方法,構(gòu)建了以IT應(yīng)急能力評估指標(biāo)集為核心的應(yīng)急評估量化模型。通過評估某系統(tǒng),實證檢驗和分析了該評估模型的可行性和有效性,初步建立起基層央行IT風(fēng)險應(yīng)急能力評估體系。
[Abstract]:At present, IT risk has become an important part of bank risk. As the management department of the key information infrastructure of the financial industry, the people's Bank of China urgently needs to strengthen the research on the theory and practice of its own IT risk emergency management. In view of the present situation and existing problems of the emergency assessment work of the people's Bank of China and abroad, this paper summarizes the experience of emergency assessment at home and abroad, and takes the order relation Analysis (G1) and the Entropy method as the basic methods. The quantitative model of emergency assessment based on IT emergency capability evaluation index set is constructed. The feasibility and effectiveness of the evaluation model are tested and analyzed through the evaluation of a system, and the assessment system of the IT risk emergency ability of the grass-roots central bank is established preliminarily.
