【摘要】：要從根本上工業(yè)高耗能和高污染的問題必須將合同能源管理提升到國家能源戰(zhàn)略層面構(gòu)建多方協(xié)同促動機制即從國家能源戰(zhàn)略的視角推動合同能源管理利益相關(guān)方參與和溝通共同尋求合同能源管理實施路徑的優(yōu)化策略方法指導(dǎo)合同能源管理的實踐。 開展基于國家能源戰(zhàn)略的合同能源管理實施路徑研究一方面在國家戰(zhàn)略的高度探討合同能源管理實施的路徑擴展了合同能源管理研究的領(lǐng)域；另一方面從國家能源戰(zhàn)略的角度可在相當(dāng)程度上引導(dǎo)合同能源管理利益相關(guān)方的共同協(xié)作機制視合同能源管理實施路徑為內(nèi)核將合同能源管理各個環(huán)節(jié)的合作者納入責(zé)任體系協(xié)調(diào)各利益相關(guān)方的需求和期望平衡影響其實施路徑的各類因素致力于優(yōu)化合同能源管理的實施路徑以促進合同能源管理的發(fā)展為建設(shè)美麗中國添磚加瓦。 本研究首先對合同能源管理和國家能源戰(zhàn)略的理論發(fā)展進行了縱向梳理和橫向比較結(jié)合自身的思考與總結(jié)尋求明晰理論之間的內(nèi)在聯(lián)系力圖提供本文的研究方法論。 其次在文獻研究的基礎(chǔ)上采用規(guī)范性研究的方法從基于國家能源戰(zhàn)略合同能源管理實施路徑內(nèi)涵釋義、合同能源管理的主要利益相關(guān)者、合同能源管理路徑管理、國家能源戰(zhàn)略對合同能源管理實施路徑的影響機理等層面闡述了相關(guān)研究基礎(chǔ)。 再次本研究通過相關(guān)翔實的數(shù)據(jù)資料在相關(guān)研究基礎(chǔ)再分析；遵循指標體系設(shè)計的思路與原則本研究運用描述性研究的方法設(shè)計基于國家能源戰(zhàn)略的合同能源管理實施效率評價指標體系并結(jié)合SPSS和主成分分析等統(tǒng)計分析方法對其進行測試與評估；同時運用主成分分析法確立30個省區(qū)的主成分得分及綜合得分，對基于國家能源戰(zhàn)略的合同能源管理實施路徑進行總體評價。 最后在規(guī)范性研究基礎(chǔ)和描述性研究結(jié)論的指引下本研究運用應(yīng)用性研究的方法從政府推動支持、節(jié)能需求推動、多方協(xié)調(diào)促進等三個層面設(shè)計基于國家能源戰(zhàn)略的合同能源管理實施路徑的提升策略以期充實合同能源管理究框架指引合同能源管理運營實踐并作了總結(jié)和相關(guān)研究展望。
[Abstract]:In order to solve the problem of high energy consumption and high pollution in industry, it is necessary to promote the contract energy management to the level of national energy strategy and to build a multi-party synergistic mechanism, that is, to promote the benefits of contract energy management from the perspective of national energy strategy. Party participation and communication to seek contract energy management implementation path optimization strategy to guide the practice of contract energy management. Research on the implementation path of contract Energy Management based on National Energy Strategy; on the one hand, the implementation path of contract energy management extends the research field of contract energy management; On the other hand, from the point of view of national energy strategy, the joint cooperation mechanism of contract energy management stakeholders can be guided to a certain extent, and the implementation path of contract energy management can be regarded as the core of the cooperators in all aspects of contract energy management. Incorporating the responsibility system to coordinate the needs and expectations of all stakeholders the various factors that affect their implementation path are committed to optimizing the implementation path of contract energy management to promote the development of contract energy management and to contribute to the construction of a beautiful China. In this study, firstly, the theoretical development of contract energy management and national energy strategy is vertically combed and compared horizontally, combining with their own thinking and summing up to seek for the internal relationship between the clear theory and try to provide the research methodology of this paper. Secondly, on the basis of literature research, this paper uses normative research method to explain the connotation of implementation path of energy management based on national energy strategy, the main stakeholders of contract energy management, and the path management of contract energy management. The influence mechanism of national energy strategy on the implementation path of contract energy management is discussed. Thirdly, this study is reanalyzed on the basis of relevant research through the relevant and detailed data. According to the idea and principle of index system design, this study uses descriptive research method to design the evaluation index system of implementation efficiency of contract energy management based on national energy strategy, combined with SPSS and principal component analysis, etc. To test and evaluate it; At the same time, the principal component score and comprehensive score of 30 provinces are established by principal component analysis, and the implementation path of contract energy management based on national energy strategy is evaluated as a whole. Finally, under the guidance of normative research foundation and descriptive research conclusions, this study uses the method of applied research to promote the support from the government and the demand for energy conservation. The promotion strategy of contract energy management based on national energy strategy is designed in order to enrich the research framework of contract energy management to guide the practice of contract energy management and make a summary and related research prospects.
