河北省城市化與生態(tài)環(huán)境協(xié)調(diào)發(fā)展研究

【摘要】：近年來，隨著改革開放的進一步擴大，河北省工業(yè)化，城市化，現(xiàn)代化道路的發(fā)展速度越來越快。隨著投入產(chǎn)出的顯而易見的成效，工業(yè)化和城市化對區(qū)域經(jīng)濟增長效果非常明顯，人們就把關(guān)注點放在這些方面。所以近些年來河北也是一直在致力于河北省區(qū)域內(nèi)的城市化水平的提高。但城市化的發(fā)展，在一方面可以提升本地區(qū)的經(jīng)濟發(fā)展，，促使經(jīng)濟產(chǎn)量的增加，但在偏重經(jīng)濟增長的條件下肯定會對生態(tài)環(huán)境造成破壞效應(yīng)。河北省近年來存在著嚴重的生態(tài)環(huán)境問題，環(huán)境的承載力不能夠與其經(jīng)濟發(fā)展水平相適應(yīng)，產(chǎn)業(yè)結(jié)構(gòu)不合理，這些狀況又加劇了河北省生態(tài)環(huán)境水平的惡化。雖然面臨霧霾的頻繁發(fā)生，河北省在生態(tài)環(huán)境保護方面進行了很大程度的關(guān)注，聯(lián)合政府企業(yè)與個人致力于專門的環(huán)境治理工作，但是從成效上來看，與全國其他城市相比，在城市化水平和環(huán)境質(zhì)量方面都盡不如人意。環(huán)境的污染破壞會使城市的整個生態(tài)系統(tǒng)內(nèi)的結(jié)構(gòu)和功能造成破壞，進一步對整個城市的經(jīng)濟和社會發(fā)展以及居民的生活造成阻礙。但城市化與生態(tài)環(huán)境之間的矛盾是可以通過調(diào)整區(qū)域的政策和發(fā)展戰(zhàn)略來緩解。 本論文在總結(jié)了河北省各個地級市的城市化與生態(tài)環(huán)境發(fā)展水平基礎(chǔ)之上，對城市化過程中與生態(tài)環(huán)境不協(xié)調(diào)發(fā)展問題產(chǎn)生的原因和特點進行分析，根據(jù)具體問題提出來一些針對性的對策建議。究其根本，實現(xiàn)城市化和生態(tài)環(huán)境協(xié)調(diào)發(fā)展是為了實現(xiàn)城市和人類的可持續(xù)發(fā)展，是為了實現(xiàn)整個社會的可持續(xù)發(fā)展的過程，本文也正是致力于對河北省的可持續(xù)發(fā)展建言獻策。
[Abstract]:In recent years, with the further expansion of reform and opening up, the road of industrialization, urbanization and modernization of Hebei Province is developing faster and faster. With the obvious effect of input-output, the effect of industrialization and urbanization on regional economic growth is very obvious, and people focus on these aspects. So in recent years, Hebei has been committed to the improvement of the urbanization level in Hebei province. On the one hand, the development of urbanization can promote the economic development of our region and promote the increase of economic output, but under the condition of paying more attention to the economic growth, it will certainly cause damage to the ecological environment. In recent years, there are serious ecological environmental problems in Hebei Province, the carrying capacity of the environment can not be adapted to its economic development level, and the industrial structure is unreasonable. These conditions have aggravated the deterioration of the ecological environment level in Hebei Province. Although faced with the frequent occurrence of haze, Hebei Province has paid great attention to the protection of ecological environment, the coalition government enterprises and individuals devote themselves to special environmental management work, but in terms of effectiveness, compared with other cities throughout the country, The level of urbanization and environmental quality are not satisfactory. Environmental pollution damage will cause damage to the structure and function of the whole ecosystem of the city and further hinder the economic and social development of the whole city as well as the life of the residents. However, the contradiction between urbanization and ecological environment can be alleviated by adjusting regional policies and development strategies. On the basis of summing up the level of urbanization and ecological environment development of each prefectural city in Hebei Province, this paper analyzes the causes and characteristics of the uncoordinated development between urbanization and ecological environment. According to the specific problems put forward some targeted countermeasures and suggestions. At its root, the harmonious development of urbanization and ecological environment is to realize the sustainable development of the city and human beings, and the process of realizing the sustainable development of the whole society. This article is also dedicated to the sustainable development of Hebei Province.
