【摘要】：系統(tǒng)梳理我國(guó)目前物流園區(qū)建設(shè)的前期規(guī)劃程序步驟以及各個(gè)程序的目的和作用,借鑒德國(guó)物流園區(qū)規(guī)劃建設(shè)的經(jīng)驗(yàn),可知目前我國(guó)物流園區(qū)的規(guī)劃建設(shè)前期程序中存在項(xiàng)目建設(shè)主體"重建設(shè)、輕規(guī)劃"、政府"一事一議、缺少總體謀劃"和項(xiàng)目用地缺少控制性詳細(xì)規(guī)劃的問題。由此,政府應(yīng)完善物流園區(qū)規(guī)劃建設(shè)前期程序的總體思路,并根據(jù)總體思路提出物流園區(qū)發(fā)展中的規(guī)劃主導(dǎo),促進(jìn)園區(qū)項(xiàng)目建設(shè)主體對(duì)總歸、可研的重視程度,加強(qiáng)對(duì)具體物流項(xiàng)目建設(shè)的過程監(jiān)管。
[Abstract]:Systematically combing the pre-planning procedure steps and the purpose and function of each procedure of logistics park construction in our country at present, drawing lessons from the experience of German logistics park planning and construction. It is known that there are some problems in the Prophase process of planning and construction of logistics parks in our country, such as the main body of project construction "emphasizing construction, light planning", the government "a matter of discussion, the lack of overall planning" and the lack of controlled detailed planning of project land. As a result, the government should improve the overall thinking of the early planning and construction procedures of the logistics park, and put forward the planning leading in the development of the logistics park according to the overall thinking, and promote the importance that the main body of the construction of the park project should attach to the overall objective and research. Strengthen the process supervision of the construction of specific logistics projects.
