【摘要】：近年來,關(guān)于民生問題的研究逐漸成為熱門話題,特別是從十七大黨的報告中第一次明確使用“民生”一詞,實(shí)現(xiàn)民生的保障和改善是當(dāng)前中國政府的最高目標(biāo),是中國共產(chǎn)黨執(zhí)政的最高理念,是馬克思主義的終極理想,然而在社會主義市場經(jīng)濟(jì)這樣一個特殊的環(huán)境下,如何在保持市場機(jī)制作用前提下,通過政府的宏觀調(diào)控實(shí)現(xiàn)民生的保障和改善是我們當(dāng)前研究的重點(diǎn)。本文首先通過闡述“民生”一詞的內(nèi)涵、民生思想的歷史發(fā)展、中國共產(chǎn)黨人具有的獨(dú)特民生思想,然后分析社會主義市場經(jīng)濟(jì)中市場機(jī)制的基礎(chǔ)性作用和其在保障民生方面存在的缺陷和失靈,進(jìn)一步探討政府干預(yù)的重要性和怎樣通過宏觀調(diào)控保障和改善民生,實(shí)現(xiàn)人民生活的富足,解決廣大人民群眾在收入分配、就業(yè)政策、社會保障等方面的民生問題具有重要意義。
[Abstract]:In recent years, the research on people's livelihood has gradually become a hot topic, especially the first explicit use of the term "people's livelihood" in the report of the 17th National Party of China, in order to realize the protection and improvement of people's livelihood is the highest goal of the current Chinese government. It is the supreme idea of the Communist Party of China in power and the ultimate ideal of Marxism. However, under such a special environment as the socialist market economy, how to maintain the role of the market mechanism, The protection and improvement of people's livelihood through the government's macro-control is the focus of our current research. First of all, this paper expounds the connotation of the word "people's livelihood", the historical development of the people's livelihood thought, and the unique people's livelihood thought of the Chinese Communists. Then it analyzes the basic role of the market mechanism in the socialist market economy and its defects and failures in protecting the people's livelihood, and further discusses the importance of government intervention and how to ensure and improve the people's livelihood through macroeconomic regulation and control. It is of great significance to realize the prosperity of people's life and to solve the people's livelihood problems in income distribution, employment policy, social security and so on.
