基于DEA模型的工程評(píng)標(biāo)應(yīng)用研究

【摘要】:在過(guò)去幾十年,國(guó)內(nèi)興建了大量的基礎(chǔ)設(shè)施工程,這些工程項(xiàng)目交易的達(dá)成主要是通過(guò)招投標(biāo)來(lái)實(shí)現(xiàn)。而國(guó)內(nèi)的承包商也正是通過(guò)投標(biāo)參與到市場(chǎng)競(jìng)爭(zhēng)中來(lái)。業(yè)主在選擇理想承包商時(shí),評(píng)標(biāo)是最為重要的一環(huán)。而招標(biāo)的順利完成,評(píng)標(biāo)同樣也起著非常重要的作用。因此,對(duì)國(guó)內(nèi)工程項(xiàng)目的評(píng)標(biāo)分析,尋找最為合理的評(píng)標(biāo)方式,對(duì)于招標(biāo)的科學(xué)化,并保證招標(biāo)中遵循公開、公平、公正的原則有著非常積極的作用。同時(shí),科學(xué)的評(píng)標(biāo)方法,對(duì)于為投標(biāo)人創(chuàng)造一個(gè)公平的競(jìng)爭(zhēng)環(huán)境,為業(yè)主選擇最為優(yōu)質(zhì)的承包商也有著十分重要的意義。這也是在新形勢(shì)下,防止在招標(biāo)過(guò)程中出現(xiàn)不正之風(fēng)的要求。本文以工程評(píng)標(biāo)為主題,對(duì)其進(jìn)行了細(xì)致的分析與研究。首先,對(duì)數(shù)據(jù)包絡(luò)分析法(DEA)以及評(píng)標(biāo)相關(guān)理論做了文獻(xiàn)綜述,論述了DEA分析法目前在國(guó)內(nèi)外的發(fā)展?fàn)顩r,將其與國(guó)內(nèi)較為常用的評(píng)標(biāo)方法進(jìn)行了綜合的比較。通過(guò)多種方法優(yōu)缺點(diǎn)的對(duì)比,總結(jié)得出DEA方法最大的優(yōu)勢(shì)有以下兩點(diǎn):一是無(wú)需對(duì)變量賦予權(quán)重,避免了人為因素的干擾;二是可以將不同類別的指標(biāo)進(jìn)行統(tǒng)一的計(jì)算。其次,本文通過(guò)對(duì)DEA分析法基本概念的分析,建立DEA評(píng)標(biāo)模型,對(duì)如何將該模型應(yīng)用在評(píng)標(biāo)中作出了說(shuō)明,并結(jié)合港珠澳大橋評(píng)標(biāo)自身的特點(diǎn),將數(shù)據(jù)包絡(luò)分析法(DEA)評(píng)標(biāo)模型應(yīng)用在該實(shí)際評(píng)標(biāo)中。最后,論文通過(guò)對(duì)港珠澳大橋評(píng)標(biāo)材料的具體分析,結(jié)合工程項(xiàng)目的特點(diǎn),構(gòu)建了DEA模型所需要的指標(biāo)體系;將取得的港珠澳大橋具體數(shù)據(jù)應(yīng)用在該模型中,得出了評(píng)標(biāo)的最終結(jié)果,并對(duì)該模型的應(yīng)用效果進(jìn)行了驗(yàn)證。
[Abstract]:In the past few decades, a large number of infrastructure projects have been built in China. The domestic contractor is also through bidding to participate in the market competition. When the employer selects the ideal contractor, bid evaluation is the most important part. And the successful completion of bidding, bid evaluation also plays a very important role. Therefore, the analysis of the bid evaluation of domestic engineering projects, looking for the most reasonable way of bid evaluation, plays a very positive role in the scientific bidding and ensuring that the principles of openness, fairness and fairness are followed in the bidding. At the same time, scientific bid evaluation method is of great significance for creating a level playing field for bidders and selecting the best contractor for the employer. This is also in the new situation, to prevent in the bidding process of unhealthy requirements. In this paper, the project bid evaluation as the theme, the detailed analysis and research. Firstly, this paper summarizes the literature of data Envelopment Analysis (DEA) and bid evaluation theory, discusses the development of DEA analysis at home and abroad, and makes a comprehensive comparison with the more commonly used bidding evaluation methods in China. Through the comparison of the advantages and disadvantages of many methods, it is concluded that the biggest advantages of DEA method are as follows: first, the variables do not need to be weighted to avoid the interference of human factors; second, the different categories of indicators can be unified calculation. Secondly, through the analysis of the basic concept of DEA analysis, this paper establishes the DEA bid evaluation model, explains how to apply the model in the bidding evaluation, and combines the characteristics of the evaluation of Hong Kong-Zhuhai-Macao Bridge. The data Envelopment Analysis (DEA) evaluation model is applied to the actual bid evaluation. Finally, through the concrete analysis of the bid evaluation materials of HongKong-Zhuhai-Macao Bridge, combined with the characteristics of the project, the paper constructs the index system needed for the DEA model. The concrete data of HongKong-Zhuhai-Macao Bridge are applied to the model, the final result of bid evaluation is obtained, and the application effect of the model is verified.
