我國(guó)食品安全政策的制定主體研究
[Abstract]:Food is the material basis for human survival and development. Food safety is a major issue related to human physical and mental health and national livelihood. Policy plays an important role in the governance of modern society. Food safety belongs to the object of public policy. In order to better analyze the problems existing in food safety policy, this paper studies the food safety policy from the perspective of the main body of food safety policy. In this study, the main body of food safety policy in China is taken as the research object, and the influence of the cooperation and interaction between the subjects on the food safety policy formulation is analyzed. Firstly, the main body of food safety policy is classified into official decision-making subject and unofficial decision-making subject, which lays the foundation for the later research. Then, it is divided into two parts: from the perspective of social network analysis to understand the cooperative relationship between the official decision makers, by drawing the map of the cooperative network, to measure the network structure index. This paper analyzes the evolution of cooperative network structure of food safety policy official decision makers from 1978 to 2013. This paper uses the policy network theory to define the network actors in food safety policy, analyzes the intricate interaction among them, and establishes a game model to analyze the game interaction among the policy community, the inter-government network and the producer network. This paper expounds the process of promoting or restraining the policy-making by the intricate benefit game between the subjects. Finally, on the basis of the analysis of the main body of the policy making, the paper puts forward the existing problems and analyzes the reasons, puts forward some targeted suggestions, and consummates the process of food safety policy making.
