【摘要】：食品是人類賴以生存和發(fā)展的物質(zhì)基礎(chǔ),食品安全問題是關(guān)系到人類身心健康和國(guó)民生計(jì)的重大問題。政策在現(xiàn)代社會(huì)的治理中發(fā)揮著重要的作用。食品安全問題屬于公共政策客體的范疇。為了更好的分析食品安全政策中存在的問題,本文從食品安全政策的制定主體的角度出發(fā)進(jìn)行研究。本研究以我國(guó)食品安全政策的制定主體為研究對(duì)象,分析主體之間的合作和互動(dòng)關(guān)系對(duì)于食品安全政策制定的影響。首先,將食品安全政策的制定主體進(jìn)行分類,分為官方?jīng)Q策主體和非官方?jīng)Q策主體,為后面的研究打下基礎(chǔ)。接下來,分兩部分進(jìn)行研究:從社會(huì)網(wǎng)絡(luò)分析的視角理解官方?jīng)Q策者之間的合作關(guān)系,通過繪制合作網(wǎng)絡(luò)圖譜、測(cè)度網(wǎng)絡(luò)結(jié)構(gòu)指標(biāo),分析1978-2013年間食品安全政策官方?jīng)Q策主體合作網(wǎng)絡(luò)結(jié)構(gòu)演變;利用政策網(wǎng)絡(luò)理論對(duì)食品安全政策中各網(wǎng)絡(luò)行動(dòng)者進(jìn)行界定,分析他們之間錯(cuò)綜復(fù)雜的互動(dòng)情況,建立博弈模型分析政策社群、府際網(wǎng)絡(luò)和生產(chǎn)者網(wǎng)絡(luò)三者之間的博弈互動(dòng),闡述主體之間通過錯(cuò)綜復(fù)雜的利益博弈來推動(dòng)或抑制政策制定的過程。最后,在前面對(duì)政策的制定主體分析的基礎(chǔ)上提出存在的問題并分析原因,提出針對(duì)性建議,完善食品安全政策制定過程。
[Abstract]:Food is the material basis for human survival and development. Food safety is a major issue related to human physical and mental health and national livelihood. Policy plays an important role in the governance of modern society. Food safety belongs to the object of public policy. In order to better analyze the problems existing in food safety policy, this paper studies the food safety policy from the perspective of the main body of food safety policy. In this study, the main body of food safety policy in China is taken as the research object, and the influence of the cooperation and interaction between the subjects on the food safety policy formulation is analyzed. Firstly, the main body of food safety policy is classified into official decision-making subject and unofficial decision-making subject, which lays the foundation for the later research. Then, it is divided into two parts: from the perspective of social network analysis to understand the cooperative relationship between the official decision makers, by drawing the map of the cooperative network, to measure the network structure index. This paper analyzes the evolution of cooperative network structure of food safety policy official decision makers from 1978 to 2013. This paper uses the policy network theory to define the network actors in food safety policy, analyzes the intricate interaction among them, and establishes a game model to analyze the game interaction among the policy community, the inter-government network and the producer network. This paper expounds the process of promoting or restraining the policy-making by the intricate benefit game between the subjects. Finally, on the basis of the analysis of the main body of the policy making, the paper puts forward the existing problems and analyzes the reasons, puts forward some targeted suggestions, and consummates the process of food safety policy making.
