中國(guó)新城新區(qū)轉(zhuǎn)型發(fā)展趨勢(shì)研究

【摘要】：新城新區(qū)作為工業(yè)化、城鎮(zhèn)化的重要平臺(tái),經(jīng)過(guò)30多年發(fā)展已形成龐大體系。但新城新區(qū)在一些地方過(guò)度擴(kuò)張發(fā)展,由此帶來(lái)一些問(wèn)題。在經(jīng)濟(jì)新常態(tài)背景下,新城新區(qū)必須轉(zhuǎn)型發(fā)展,未來(lái)將呈現(xiàn)十大特征:新城新區(qū)的定位從模糊狀態(tài)轉(zhuǎn)向清晰明確,新城新區(qū)建構(gòu)起較為完整的體系,轉(zhuǎn)型從粗放走向集約、從低效邁向高效,產(chǎn)城融合成為新城新區(qū)主要空間布局形式,政府與市場(chǎng)協(xié)作的開(kāi)發(fā)模式將會(huì)得到更加廣泛的利用,試點(diǎn)性示范性政策將會(huì)更多惠及一般性新城新區(qū),更加注重在已有新城新區(qū)的基礎(chǔ)上進(jìn)行功能疊加與提升,新城新區(qū)成為中外合作的重要平臺(tái),新城新區(qū)將更多采取進(jìn)位與淘汰并存的管理機(jī)制,核心能力建設(shè)成為新城新區(qū)獲得競(jìng)爭(zhēng)力的主要方式。
[Abstract]:As an important platform of industrialization and urbanization, Xincheng New area has formed a huge system after more than 30 years development. But the New Town New area in some places to expand and develop, resulting in some problems. Under the background of the new normal state of economy, the new area of the new city must be transformed and developed, and it will present ten characteristics in the future: the orientation of the new area of the new town changes from a fuzzy state to a clear one, the new area of the new city constructs a relatively complete system, and the transition from extensive to intensive. From low efficiency to high efficiency, the integration of production and city becomes the main spatial layout form of the new town and new area, and the development mode of government and market cooperation will be used more widely, and the pilot demonstration policy will benefit the general new town and new area more. More attention should be paid to the superposition and upgrading of functions on the basis of the existing new urban areas, which have become an important platform for Sino-foreign cooperation, and the new areas will adopt more management mechanisms of both carry and elimination. The core ability construction becomes the main way that the new town new area obtains the competitive power.
