【摘要】：資源型城市的特性決定了產(chǎn)業(yè)轉(zhuǎn)型是資源型城市發(fā)展到一定階段的必經(jīng)之路。各國(guó)資源型城市雖然發(fā)展歷程不同,面對(duì)的外部環(huán)境也不盡相同,但是這些城市大多在其發(fā)展過(guò)程中面臨資源逐漸枯竭、經(jīng)濟(jì)結(jié)構(gòu)單一、產(chǎn)業(yè)和經(jīng)濟(jì)結(jié)構(gòu)發(fā)展失衡等一系列問(wèn)題,尤其是制約發(fā)展的因素凸顯、生態(tài)保護(hù)與經(jīng)濟(jì)發(fā)展的矛盾突出、傳統(tǒng)體制和觀念的束縛較重等表現(xiàn)更為嚴(yán)重。資源型城市如何在資源枯竭前及早科學(xué)謀劃,科學(xué)發(fā)展替代產(chǎn)業(yè),轉(zhuǎn)型成功與否,直接關(guān)系經(jīng)濟(jì)社會(huì)發(fā)展的可持續(xù)性,是全球性的戰(zhàn)略研究課題。特別是研究經(jīng)濟(jì)社會(huì)發(fā)展處于上升期的資源型城市產(chǎn)業(yè)轉(zhuǎn)型,更具有重要的現(xiàn)實(shí)意義。遷安市依托資源優(yōu)勢(shì),鋼鐵產(chǎn)業(yè)迅猛發(fā)展,產(chǎn)能居全國(guó)之冠,是典型的“因鐵而起、因鋼而興”的資源型城市。盡管當(dāng)前資源儲(chǔ)量豐富、尚處于經(jīng)濟(jì)發(fā)展的上升期,但與其他資源型城市一樣,面臨著“一業(yè)獨(dú)大、大而不強(qiáng)”、“一業(yè)不振、百業(yè)不興”、環(huán)境保護(hù)等諸多問(wèn)題。尤其是面對(duì)世界金融危機(jī),我國(guó)宏觀經(jīng)濟(jì)增速?gòu)膬晌粩?shù)減緩至一位數(shù),給遷安鋼鐵經(jīng)濟(jì)帶來(lái)了重大沖擊,推進(jìn)遷安資源型城市轉(zhuǎn)型發(fā)展十分緊迫且極端重要。本文以科學(xué)發(fā)展觀為指導(dǎo),結(jié)合國(guó)內(nèi)外成功經(jīng)驗(yàn),通過(guò)調(diào)查研究法等對(duì)遷安市經(jīng)濟(jì)社會(huì)發(fā)展現(xiàn)狀進(jìn)行了深入調(diào)查,認(rèn)真剖析了存在問(wèn)題,并制定了具體的合理化建議,以期對(duì)其轉(zhuǎn)型發(fā)展發(fā)揮一定的借鑒參考作用。本文首先,從國(guó)內(nèi)外資源型城市發(fā)展現(xiàn)狀著手,對(duì)國(guó)內(nèi)外資源型城市轉(zhuǎn)型發(fā)展理論研究進(jìn)行了梳理。其次,對(duì)資源型城市的發(fā)展周期理論、產(chǎn)業(yè)轉(zhuǎn)型相關(guān)的基本概念的界定和基本理論的闡述,構(gòu)建了關(guān)于資源型城市產(chǎn)業(yè)轉(zhuǎn)型的理論體系,為遷安市資源型城市產(chǎn)業(yè)轉(zhuǎn)型發(fā)展提供了重要的理論依據(jù)與基礎(chǔ)。第三部分,通過(guò)對(duì)國(guó)內(nèi)外資源型城市產(chǎn)業(yè)轉(zhuǎn)型的成功案例進(jìn)行分析,總結(jié)出了資源型城市產(chǎn)業(yè)轉(zhuǎn)型發(fā)展的成功經(jīng)驗(yàn)和教訓(xùn)。第四部分,詳細(xì)介紹遷安市現(xiàn)階段資源型經(jīng)濟(jì)社會(huì)的發(fā)展現(xiàn)狀,對(duì)其產(chǎn)業(yè)發(fā)展現(xiàn)狀存在的問(wèn)題及原因進(jìn)行了分析。第五部分,針對(duì)存在的問(wèn)題,從拉長(zhǎng)產(chǎn)業(yè)鏈條、培育多元產(chǎn)業(yè)結(jié)構(gòu)和新型主導(dǎo)產(chǎn)業(yè)等幾方面提出了遷安市資源型城市產(chǎn)業(yè)轉(zhuǎn)型發(fā)展的具體對(duì)策和建議。第六部分,從推動(dòng)科技進(jìn)步、加強(qiáng)人才隊(duì)伍建設(shè)、環(huán)境建設(shè)、制定轉(zhuǎn)型規(guī)劃等方面,為確保產(chǎn)業(yè)轉(zhuǎn)型成功提出了保障措施。
[Abstract]:The characteristics of resource-based cities determine that industrial transformation is the only way for resource-based cities to develop to a certain stage. Although the development process of resource-based cities in various countries is different and the external environment is different, most of these cities are faced with the gradual depletion of resources and the single economic structure in the process of their development. A series of problems, such as unbalanced development of industry and economic structure, especially the factors restricting development, the contradiction between ecological protection and economic development are prominent, and the restraint of traditional system and concept is more serious. It is a global strategic research topic for resource-based cities to plan scientifically before resource depletion, to develop substitute industries scientifically, and whether the transformation is successful or not, which is directly related to the sustainability of economic and social development. Especially, it is of great practical significance to study the industrial transformation of resource-based cities where the economic and social development is on the rise. Relying on the advantage of resources, the iron and steel industry develops rapidly, and its production capacity ranks the highest in the whole country. It is a typical resource-based city with "rising because of iron and prospering because of steel". Although the resources are abundant at present, they are still in the rising period of economic development, but like other resource-based cities, they are faced with many problems, such as "one industry alone, big and not strong", "one industry is weak, one industry is not flourishing", and environmental protection and so on. Especially in the face of the world financial crisis, China's macroeconomic growth rate has slowed from double digits to one digit, which has brought great impact to Qianan iron and steel economy, and it is very urgent and extremely important to promote the transformation and development of Qianan resource-based city. Guided by the concept of scientific development, combined with the successful experience at home and abroad, this paper makes a thorough investigation into the present situation of economic and social development in Qianan City by means of investigation and research methods, analyzes the existing problems seriously, and formulates concrete rationalization suggestions. With a view to its transformation and development to play a reference role. First of all, from the current situation of the development of resource-based cities at home and abroad, the theoretical research on the transformation and development of resource-based cities at home and abroad has been combed. Secondly, the theory of the development cycle of resource-based cities, the definition of the basic concepts related to industrial transformation and the elaboration of the basic theory are discussed, and the theoretical system of industrial transformation of resource-based cities is constructed. It provides important theoretical basis and foundation for industry transformation and development of resource-based city in Qianan city. In the third part, by analyzing the successful cases of industrial transformation in resource-based cities at home and abroad, the successful experiences and lessons of industrial transformation and development in resource-based cities are summarized. In the fourth part, the author introduces the present situation of the resource-based economy and society in Qianan city, and analyzes the existing problems and reasons of the present industrial development. The fifth part, aiming at the existing problems, puts forward the concrete countermeasures and suggestions for the transformation and development of the resource-based city industry in Qianan from the aspects of lengthening the industrial chain, cultivating the diversified industrial structure and new leading industries. The sixth part, from the aspects of promoting the progress of science and technology, strengthening the construction of talent team, constructing the environment and making the transition plan, puts forward the safeguard measures to ensure the success of the industrial transformation.
