【摘要】：人類的生存發(fā)展離不開食品，食品安全問題也決定著社會的穩(wěn)定與和諧。與此同時(shí)，食品工業(yè)對拉動國民經(jīng)濟(jì)平穩(wěn)較快增長起到重要作用。然而近年來隨著食源性疾病迅速爆發(fā)并廣泛傳播，食品安全成為目前中國人最為關(guān)注的安全問題。從震驚全國的三聚氰胺事件，到瘦肉精、地溝油風(fēng)波，再到新語面包事件，我國消費(fèi)者面對頻發(fā)的食品安全事故，已經(jīng)談“食”色變。除此之外，我國頻發(fā)的食品安全問題已經(jīng)嚴(yán)重阻礙了食品出口，從而造成經(jīng)濟(jì)總量的萎縮。在我國，食品安全管理一直存在著嚴(yán)重的問題。一方面我國的監(jiān)測能力較為薄弱，一些行業(yè)地區(qū)地方保護(hù)主義勢力強(qiáng)大，對消費(fèi)者權(quán)益保護(hù)程度不夠。另一方面我國食品安全體系尚未健全完善，一些食品生產(chǎn)廠商唯利是圖、伺機(jī)牟利。加之生態(tài)環(huán)境惡化，導(dǎo)致我國近些年食品安全事件不斷，不但引起國內(nèi)消費(fèi)者的不滿，還通過外國媒體的報(bào)道致使國外消費(fèi)者對我國出口食品的排斥，對中國的食品出口造成巨大負(fù)面影響，嚴(yán)重影響我國食品行業(yè)的國際形象。 針對我國食品安全監(jiān)管存在市場失靈的情況，本文嘗試運(yùn)用公共物品理論、政府失靈理論和治理理論進(jìn)行分析。通過深入分析造成我國食品安全監(jiān)管體制缺陷的原因，且借鑒發(fā)達(dá)國家在食品安全監(jiān)管方面的經(jīng)驗(yàn)，對我國食品監(jiān)管提出切實(shí)可行的措施，這對于制定我國當(dāng)前食品安全問題的宏觀政策、解決我國食品安全監(jiān)管方面的漏洞，提高政府公信力都具有較強(qiáng)的意義。 第一章，緒論，介紹了研究目的、研究意義，國內(nèi)外研究現(xiàn)狀、研究理論寬假研究方法等，并界定了與食品安全相關(guān)的核心概念。在介紹了本文的選題意義，研究方法以及國內(nèi)外研究綜述的基礎(chǔ)上，詳細(xì)闡述了食品安全的理論分析框架，試從經(jīng)濟(jì)學(xué)，公共選擇學(xué)等角度研究我國食品安全問題。 第二章，我國食品安全問題現(xiàn)狀及存在問題分析。通過分析我國目前敏感食品行業(yè)現(xiàn)狀，，分析我國食品行業(yè)存在的問題。 第三章，我國食品安全問題分析。以震驚全國的三鹿奶粉事件為例，探究造成我國食品安全事件頻發(fā)的根本原因。 第四章，美國食品安全監(jiān)管體系的借鑒。通過分析美國食品安全監(jiān)管的發(fā)展歷史，來研究其對我國食品安全監(jiān)管的借鑒。 第五章，完善我國食品安全監(jiān)管體系的思路。針對上文分析的我國食品安全存在的問題、原因，結(jié)合發(fā)達(dá)國家食品安全監(jiān)管體制的借鑒，總結(jié)出解決我國食品安全問題的方法。 最后一部分結(jié)，分對全文進(jìn)行總結(jié)。
[Abstract]:Human survival and development can not be separated from food, food safety issues also determine the stability and harmony of society. At the same time, food industry to pull the national economy steady and fast growth plays an important role. However, with the rapid outbreak and widespread spread of foodborne diseases in recent years, food safety has become the most concerned safety issue in China. From the melamine incident, which shocked the whole country, to the melamine incident, lean meat essence, gutter oil storm, and the Xinyu bread incident, Chinese consumers have talked about "eating" color change in the face of frequent food safety accidents. In addition, frequent food safety problems in China have seriously hindered food exports, resulting in a shrinking economic volume. In our country, food safety management has been a serious problem. On the one hand, the monitoring ability of our country is weak, the local protectionism in some industries is strong, and the degree of consumer rights protection is not enough. On the other hand, China's food safety system is not perfect, some food manufacturers profit-seeking opportunities. In addition, the deterioration of the ecological environment has led to food safety incidents in recent years in China, which not only caused dissatisfaction among domestic consumers, but also caused the exclusion of foreign consumers from China's food exports through foreign media reports. It has a great negative impact on China's food export, which seriously affects the international image of China's food industry. In view of the situation of market failure in food safety supervision in China, this paper tries to use the theory of public goods, the theory of government failure and the theory of governance to analyze it. Through in-depth analysis of the causes of the defects in China's food safety supervision system, and drawing lessons from the experience of developed countries in food safety supervision, the paper puts forward practical measures for food supervision in China. It is of great significance to formulate the macro policy of food safety in our country, to solve the loopholes in food safety supervision and to improve the credibility of the government. The first chapter, introduction, introduces the research purpose, research significance, research status at home and abroad, research theory, research methods and so on, and defines the core concepts related to food safety. Based on the introduction of the significance of the topic, the research methods and the domestic and foreign research review, the theoretical analysis framework of food safety is expounded in detail, and the problems of food safety in China are studied from the angles of economics and public choice. The second chapter, the current situation and existing problems of food safety in China. By analyzing the current situation of sensitive food industry in China, the problems of food industry in China are analyzed. The third chapter, the analysis of food safety in China. Taking Sanlu milk powder incident which shocked the whole country as an example, this paper probes into the root cause of frequent food safety incidents in China. The fourth chapter, the reference of American food safety supervision system. By analyzing the history of food safety supervision in the United States, this paper studies its reference to food safety supervision in China. The fifth chapter, consummates our country food safety supervisory system the train of thought. In view of the problems and reasons of food safety in our country analyzed above, combined with the reference of food safety supervision system in developed countries, the methods to solve the food safety problems in China are summarized. The last part summarizes the whole paper.
