【摘要】：作為發(fā)展中國家，我國的城市化進(jìn)程日益加快，這一過程中，經(jīng)濟(jì)建設(shè)與環(huán)境保護(hù)的矛盾日益凸顯，隨著社會進(jìn)步、經(jīng)濟(jì)發(fā)展，出現(xiàn)了資源耗竭、環(huán)境污染等一系列問題。因此，我國提出建設(shè)低碳城市，以求形成一種良性的社會發(fā)展模式。 本文在現(xiàn)有研究成果基礎(chǔ)上，選取人的視角進(jìn)行研究，從監(jiān)管者、生產(chǎn)者和普通公民的角度分別考察目前我國建設(shè)低碳城市存在的問題及存在問題的原因，提出解決這些問題的途徑在于人的觀念意識的改變，監(jiān)管者的全局意識、生產(chǎn)者的責(zé)任意識和普通公民的踐行意識是解決問題的關(guān)鍵所在，并在此基礎(chǔ)上提出解決問題的具體對策，然后以一個(gè)案例——PM2.5的治理為例，，將研究的結(jié)論具體應(yīng)用于現(xiàn)實(shí)問題中。期待本研究能為我國低碳城市建設(shè)提供一定的理論支持。
[Abstract]:As a developing country, the process of urbanization in China is speeding up day by day. In this process, the contradiction between economic construction and environmental protection is becoming increasingly prominent. With the social progress and economic development, a series of problems have emerged, such as resource depletion and environmental pollution. Therefore, China proposes to build a low-carbon city in order to form a benign social development model. Based on the existing research results, this paper selects the human perspective to study, from the perspective of regulators, producers and ordinary citizens, respectively, to examine the existing problems and the reasons for the problems in the construction of low-carbon cities in China. The way to solve these problems lies in the change of human consciousness, the overall consciousness of regulators, the sense of producer responsibility and the practice consciousness of ordinary citizens are the key to solve the problem. On the basis of this, the author puts forward the concrete countermeasures to solve the problem, and then takes a case, the governance of PM2.5 as an example, and applies the conclusions of the study to the practical problems. It is expected that this study can provide some theoretical support for the construction of low-carbon cities in China.
