PPP項(xiàng)目合作效率評價(jià)模型研究

【摘要】:PPP模式是公共部門和私人部門針對特定公共項(xiàng)目,以簽訂特許權(quán)協(xié)議的方式所建立的長期互利的制度化合作關(guān)系,充分發(fā)揮公私雙方各自優(yōu)勢,提高公共產(chǎn)品和服務(wù)的建設(shè)運(yùn)營效率,是一種以利益相關(guān)者多贏為合作理念的現(xiàn)代融資模式。PPP模式已在我國基礎(chǔ)設(shè)施領(lǐng)域發(fā)揮了不可或缺的作用,對緩解政府部門資金壓力、滿足社會對公共產(chǎn)品和服務(wù)的需求具有重要意義,但自2008年起私人部門投資額大幅下降,產(chǎn)生該現(xiàn)象的主要原因是PPP項(xiàng)目未能達(dá)到預(yù)期效果,其建設(shè)和運(yùn)營收效參差不齊。究其根本,各自效用未能有效實(shí)現(xiàn),導(dǎo)致參與方合作化程度低,更注重自身效用而忽視其他參與方利益,最終造成合作效率降低達(dá)不到預(yù)期目的。在此背景下,本文結(jié)合實(shí)際經(jīng)驗(yàn)背景對PPP項(xiàng)目合作效率進(jìn)行系統(tǒng)研究,從PPP項(xiàng)目的根本目標(biāo)出發(fā),即最大化核心利益相關(guān)者——政府、私人部門以及社會公眾的總效用,明確三方價(jià)值取向,通過問卷調(diào)查與統(tǒng)計(jì)分析建立基于三方滿意的PPP項(xiàng)目合作效率灰色評價(jià)模型,探尋影響合作化程度的關(guān)鍵要素,在此基礎(chǔ)上將各要素納入到統(tǒng)一的框架進(jìn)行權(quán)衡分析,提出解決措施,最大化三方總效用,從而提高合作化程度,引導(dǎo)項(xiàng)目的后續(xù)成功運(yùn)營。以北京地鐵4號線為背景展開實(shí)證分析,對PPP項(xiàng)目全生命周期的合作效率進(jìn)行了研究,驗(yàn)證本文所提出的評價(jià)模型的有效性和適用性。
[Abstract]:The PPP model is a long-term, mutually beneficial and institutionalized cooperative relationship between the public sector and the private sector for a specific public project and through the signing of a concession agreement, giving full play to the respective advantages of both the public and private sectors. To improve the efficiency of construction and operation of public goods and services is a modern financing mode based on the concept of multi-win cooperation among stakeholders. PPP model has played an indispensable role in the field of infrastructure in China, which can alleviate the pressure on government funds. It is of great significance to meet the social demand for public goods and services, but the private sector investment has dropped sharply since 2008. The main reason for this phenomenon is that the PPP project has not achieved the expected results, and its construction and operation results are uneven. At its root, their respective utility can not be realized effectively, which leads to the low degree of cooperation between the participants, pays more attention to their own utility and neglects the interests of other participants, resulting in the reduction of the efficiency of cooperation to achieve the desired purpose. In this context, this paper makes a systematic study on the efficiency of PPP project cooperation based on the practical experience, starting from the fundamental goal of the PPP project, that is, maximizing the total utility of the core stakeholders-the government, the private sector and the public. Through the questionnaire survey and statistical analysis, a grey evaluation model of PPP project cooperation efficiency based on tripartite satisfaction is established, and the key factors affecting the degree of cooperation are explored. On this basis, the elements are brought into the unified framework for tradeoff analysis, and the solutions are put forward to maximize the total utility of the three parties, so as to improve the degree of cooperation and guide the successful operation of the project. Based on the empirical analysis of Beijing Metro Line 4, this paper studies the cooperation efficiency of the whole life cycle of PPP project, and verifies the validity and applicability of the evaluation model proposed in this paper.
