【摘要】：最近幾年以來,湖南省岳陽市經(jīng)濟得到了迅猛發(fā)展,人民的生活水平得到了很大的提升。經(jīng)濟發(fā)展必然伴隨這科技的進步,在此背景下,岳陽市的科技創(chuàng)新成果出現(xiàn)了“井噴”的態(tài)勢,這無不顯示出該市的科技發(fā)展?jié)摿�。在科技成果的迅猛發(fā)展的背后,也出現(xiàn)了一個比較嚴峻的問題：科技成果產(chǎn)業(yè)化率低、科技成果附加值不高,換句話說,盡管很多科研成果涌現(xiàn),但是在實際過程中并未得到很好的運用,也未產(chǎn)生較大的經(jīng)濟效益。毋庸贅言,科技是第一生產(chǎn)力,金融也是經(jīng)濟發(fā)展的“一把利刃”,現(xiàn)代發(fā)展的實踐表明,要想經(jīng)濟得到快速發(fā)展,必須利用好科技與金融這兩個生產(chǎn)要素,特別是將二者結(jié)合起來。更準確來說,建立健全金融體系和科技創(chuàng)新體系,并且將二者的有效融合起來,從而將科學成果、金融服務(wù)轉(zhuǎn)化為現(xiàn)實生產(chǎn)力。總之,科技與金融的融合將有助于推進經(jīng)濟社會的發(fā)展,二者的良性結(jié)合更是確�？萍奸_發(fā)、成果轉(zhuǎn)換的前提要件。因此,本文則主要從湖南省岳陽市的實際情況出發(fā),特別是從科技產(chǎn)業(yè)化的視角來研究科技與金融的二者關(guān)系。簡而言之,本文以湖南省岳陽市科技產(chǎn)業(yè)與金融產(chǎn)業(yè)為實證研究,探究其發(fā)展現(xiàn)狀、現(xiàn)存問題,并且在借鑒國內(nèi)外經(jīng)驗的基礎(chǔ)上,提出了促進岳陽市科技與金融相融合的具體對策和建議。概括而言：一是完善政府發(fā)展理論,出臺稅收優(yōu)惠政策；二是健全與科技結(jié)合的金融風險擔保體系；三是鼓勵政策性銀行參與并發(fā)揮金融影響力；四是促進風險投資與高科技產(chǎn)業(yè)的融合；五是營造促進科技與金融結(jié)合的外部環(huán)境�？傊�,通過開展湖南省岳陽市科技與金融結(jié)合對策的研究,將為岳陽市的科技開發(fā)、成果轉(zhuǎn)換創(chuàng)造有利條件,也將為岳陽市的經(jīng)濟發(fā)展有所助益。
[Abstract]:In recent years, the economy of Yueyang City in Hunan Province has developed rapidly and the living standard of the people has been greatly improved. The development of economy will inevitably accompany the progress of science and technology. Under this background, the scientific and technological innovation achievements of Yueyang City have appeared the situation of "well blowout", which shows the potential of the city's scientific and technological development. There is also a serious problem behind the rapid development of scientific and technological achievements: the low rate of industrialization of scientific and technological achievements and the low added value of scientific and technological achievements, in other words, despite the emergence of many scientific research achievements, But in the actual process has not been very good application, also did not have the bigger economic efficiency. Needless to say, science and technology are the primary productive forces, and finance is also the "sharp edge" of economic development. The practice of modern development has shown that in order to achieve rapid economic development, we must make good use of the two factors of production, science and technology and finance. In particular, the combination of the two. More accurately, we should establish and perfect the financial system and the scientific and technological innovation system, and combine the two systems effectively, so as to transform the scientific achievements and financial services into the real productive forces. In a word, the combination of science and technology and finance will help to promote the development of economy and society, and the benign combination of the two will ensure the development of science and technology and the prerequisite for the transformation of achievements. Therefore, this paper studies the relationship between science and technology and finance from the point of view of industrialization of science and technology, mainly from the actual situation of Yueyang city in Hunan province. In short, this paper takes Yueyang City, Hunan Province as an empirical study to explore its development status, existing problems, and on the basis of learning from domestic and foreign experience. The concrete countermeasures and suggestions to promote the integration of science and technology and finance in Yueyang City are put forward. Generally speaking, it is necessary to perfect the theory of government development and issue preferential tax policies; second, to perfect the financial risk guarantee system combined with science and technology; third, to encourage the policy banks to participate and exert their financial influence. The fourth is to promote the integration of venture capital and high-tech industry, and the fifth is to create an external environment to promote the combination of technology and finance. In a word, the research on the countermeasures of combining science and technology with finance in Yueyang City of Hunan Province will create favorable conditions for the development of science and technology in Yueyang City and the transformation of achievements, and will also be helpful to the economic development of Yueyang City.
