我國(guó)水務(wù)公私合作(PPP)中的風(fēng)險(xiǎn)分擔(dān)問(wèn)題研究
[Abstract]:The public and private sectors cooperate with each other in the provision of public goods and services, which can be referred to as public-private partnerships, or PPP (Public Private Partnerships). PPP as a new financing model for the construction of public infrastructure. In order to meet the needs of the rapid development of the national economy and the process of urbanization, our country must solve the problems of fund gap, high consumption and low efficiency in order to meet the needs of the public infrastructure construction in the rapid development of the national economy and the urbanization process. We should study how to apply PPP. in the construction of public infrastructure. In order to ensure the successful application of PPP in the construction of public infrastructure, it is of great significance to solve the problem of risk sharing in public-private cooperation. This paper mainly studies the risk sharing of water public-private partnership. On the basis of theoretical research on water industry and PPP, this paper analyzes the necessity and feasibility of introducing PPP into water industry, and introduces the development of public-private partnership in water industry at home and abroad. The risk of PPP project is divided into systemic risk and non-systematic risk. With the help of game theory and information economics, this paper analyzes how to identify the shared and non-shared risks of PPP projects in water industry, and constructs a dynamic game model of bargaining based on complete information. Based on the negotiation loss coefficient and the fixed negotiation cost, the risk-sharing ratio between the public and private sectors is determined, and finally the risk-sharing countermeasures in the public-private partnership of water industry in China are put forward.
