【摘要】：公共部門和私營部門共同為提供公共產(chǎn)品和公共服務(wù)而相互合作的模式統(tǒng)稱為公私合作，可以簡稱為PPP（Public Private Partnerships）。PPP作為公共基礎(chǔ)設(shè)施建設(shè)的一種新型融資模式，在國外已經(jīng)得到比較成功的運(yùn)用，我國為滿足國民經(jīng)濟(jì)迅猛發(fā)展和城市化進(jìn)程加快對公共基礎(chǔ)設(shè)施建設(shè)的需求，要解決資金缺口、高消耗和低效率問題，更應(yīng)該研究如何在公共基礎(chǔ)設(shè)施建設(shè)中應(yīng)用PPP。為保證PPP在公共基礎(chǔ)設(shè)施建設(shè)中的成功應(yīng)用，解決好公私合作中的風(fēng)險分擔(dān)問題具有重要意義。本文主要研究水務(wù)公私合作的風(fēng)險分擔(dān)問題，在對水務(wù)行業(yè)和PPP相關(guān)理論研究的基礎(chǔ)上，分析了水務(wù)行業(yè)引入PPP的必要性和可行性，介紹了國內(nèi)外水務(wù)行業(yè)公私合作的發(fā)展，將PPP項目所面臨的風(fēng)險分為系統(tǒng)性風(fēng)險和非系統(tǒng)性風(fēng)險，引入成功和失敗案例分析了水務(wù)行業(yè)公私合作中的風(fēng)險分擔(dān)問題及成因，借助博弈論和信息經(jīng)濟(jì)學(xué)的相關(guān)知識分析如何識別水務(wù)行業(yè)PPP項目的共擔(dān)風(fēng)險和非共擔(dān)風(fēng)險，，構(gòu)建了基于完全信息的討價還價動態(tài)博弈模型，分別基于談判損耗系數(shù)和固定談判成本確定出公共部門和私營部門之間共擔(dān)風(fēng)險的分擔(dān)比例，最終提出我國水務(wù)行業(yè)公私合作中的風(fēng)險分擔(dān)對策。
[Abstract]:The public and private sectors cooperate with each other in the provision of public goods and services, which can be referred to as public-private partnerships, or PPP (Public Private Partnerships). PPP as a new financing model for the construction of public infrastructure. In order to meet the needs of the rapid development of the national economy and the process of urbanization, our country must solve the problems of fund gap, high consumption and low efficiency in order to meet the needs of the public infrastructure construction in the rapid development of the national economy and the urbanization process. We should study how to apply PPP. in the construction of public infrastructure. In order to ensure the successful application of PPP in the construction of public infrastructure, it is of great significance to solve the problem of risk sharing in public-private cooperation. This paper mainly studies the risk sharing of water public-private partnership. On the basis of theoretical research on water industry and PPP, this paper analyzes the necessity and feasibility of introducing PPP into water industry, and introduces the development of public-private partnership in water industry at home and abroad. The risk of PPP project is divided into systemic risk and non-systematic risk. With the help of game theory and information economics, this paper analyzes how to identify the shared and non-shared risks of PPP projects in water industry, and constructs a dynamic game model of bargaining based on complete information. Based on the negotiation loss coefficient and the fixed negotiation cost, the risk-sharing ratio between the public and private sectors is determined, and finally the risk-sharing countermeasures in the public-private partnership of water industry in China are put forward.
