大慶高新區(qū)高層次人才引進(jìn)對(duì)策研究

【摘要】:隨著大慶高新區(qū)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí),“三主三高”產(chǎn)業(yè)初步建立,全區(qū)越來越體會(huì)到,高層次人才已經(jīng)成為大慶高新區(qū)產(chǎn)業(yè)發(fā)展的中堅(jiān)力量,對(duì)于產(chǎn)業(yè)發(fā)展具有重要的現(xiàn)實(shí)意義和戰(zhàn)略意義,高層次人才的數(shù)量和質(zhì)量直接關(guān)系到大慶高新區(qū)的產(chǎn)業(yè)發(fā)展成敗,所以,引進(jìn)和培養(yǎng)一批具有理論知識(shí)和豐富工作經(jīng)歷的高層次人才是大慶高新區(qū)面臨的一項(xiàng)重要任務(wù)。 從目前大慶高新區(qū)的產(chǎn)業(yè)發(fā)展實(shí)際來看,大慶高新區(qū)的高層次人才引進(jìn)問題,已經(jīng)影響到園區(qū)的發(fā)展,雖然已經(jīng)認(rèn)識(shí)到這種問題,并且出臺(tái)相關(guān)的高層次人才引進(jìn)政策,但是高層次人才數(shù)量少、人才結(jié)構(gòu)不合理等問題一直沒有得到很好的解決。文章對(duì)大慶高新區(qū)的高層次人才引進(jìn)政策、措施、環(huán)境等方面存在的問題,提出相應(yīng)的對(duì)策。 本文提出針對(duì)大慶高新區(qū)目前高層次人才引進(jìn)政策、引進(jìn)方法、園區(qū)環(huán)境等主客觀條件進(jìn)行改進(jìn),希望能夠幫助大慶高新區(qū)在高層次人才引進(jìn)工作上提供必要的理論支持,提高高層次人才引進(jìn)工作水平,為大慶高新區(qū)引進(jìn)更多更好的高層次人才,為產(chǎn)業(yè)發(fā)展提供源源不斷的動(dòng)力。
[Abstract]:With the transformation and upgrading of the industrial structure of the Daqing High-tech Zone, the "three main and three High" industries have been initially established, and the whole region has increasingly realized that high-level talents have become the backbone of the industrial development of the Daqing High-Tech Zone. It has important practical and strategic significance for industrial development. The quantity and quality of high-level talents are directly related to the success or failure of the industrial development of Daqing High-tech Zone, so, It is an important task for Daqing Hi-tech Zone to introduce and cultivate a group of high-level talents with theoretical knowledge and rich working experience. Judging from the current industrial development practice in Daqing High-tech Zone, the problem of high-level talent introduction in Daqing High-Tech Zone has affected the development of the park, although it has been recognized and the relevant high-level talent introduction policy has been introduced. But the high-level talented person quantity is small, the talented person structure is unreasonable and so on the question has not been solved very well. This paper puts forward the corresponding countermeasures to the problems existing in the policies, measures and environment of introducing high-level talents in Daqing High-tech Zone. This paper proposes to improve the policies, methods, environment and other subjective and objective conditions for the introduction of high-level talents in Daqing High-tech Zone, hoping to help Daqing High-Tech Zone provide the necessary theoretical support in the work of introducing high-level talents. To improve the work level of introducing high-level talents, to introduce more and better high-level talents for Daqing High-tech Zone, and to provide continuous driving force for the development of industry.
