中國公租房項目PPP融資模式風險管理研究

【摘要】:黨的十七大將“住有所居”列入改善民生工作的重點,在2009年“兩會”的政府工作報告中,首次提出“要積極發(fā)展公共租賃住房”的任務目標。公共租賃房,簡稱為公租房。它是當前城鎮(zhèn)化發(fā)展過程中關于進一步解決群眾住房難題的產(chǎn)物,是專門為買不起經(jīng)濟適用房又不夠廉租房條件的“夾心層”群眾而準備的。公租房建設是黨和政府重視住房保障和服務民生的重要舉措,為緩解住房難題做出了重要貢獻。PPP融資模式是對其他如BOT模式、ABS模式、TOT模式的發(fā)展和豐富,并逐漸發(fā)展成為一個成熟的融資體系。當前我國一些大型基礎性建設的融資情況大多采取這種模式,拓寬資金渠道,為緩解項目建設的資金緊張發(fā)揮了重要作用。由此可見,當前發(fā)展公租房建設的首要之舉是如何解決公租房項目的融資問題,即將PPP模式有效的運用到公租房建設中,從而實現(xiàn)現(xiàn)階段我國的公租房建設中正確評估融資風險、規(guī)避融資風險的目的。本文研究對象為中國公租房項目PPP融資模式風險管理研究,面對中國公租房項目PPP融資模式中可能遇到的風險因素進行了全面的分析,并對PPP模式公租房項目風險分擔提出科學的應對對策,為中國公租房項目在建設過程中避免風險健康可持續(xù)發(fā)展提出理論依據(jù);本文總體分為四個章節(jié)。 第一章,緒論;論述論文的研究背景、研究意義和國內(nèi)外本文的研究現(xiàn)狀;論文主要研究內(nèi)容和研究思路。 第二章,公租房項目PPP融資模式的相關理論。以PPP融資模式的起源、定義、目標特點等為理論基礎,分析了我國當前公租房項目融資模式存在融資渠道有限、融資效率不高、融資機構缺乏以及融資制度缺失等問題。 第三章,PPP融資模式公租房項目的風險分析。包括界定風險的含義、特征和分類;運用檢查表法和流程圖法相結合對項目風險進行識別;采用層次分析法對項目風險進行評估。 第四章,PPP模式公租房項目風險分擔與對策。分析PPP模式公租房項目風險分擔原則、風險分擔框架風險分擔博弈,對PPP模式公租房項目風險影響因素、風險分擔策略和風險分擔機制進行總結和歸納。
[Abstract]:The Seventeenth National Congress of the Communist Party of China (CPC) put "living in housing" as the focus of the work of improving people's livelihood. In the report of the "two sessions" on government work in 2009, the task of "actively developing public rental housing" was put forward for the first time. Public rental housing, short for public rental housing. It is the product of solving the problem of housing for the masses in the process of urbanization development. It is specially prepared for the "sandwich layer" who can not afford comfortable housing but is not cheap enough to rent a house. The construction of public rental housing is an important measure for the Party and government to attach importance to housing security and serve the people's livelihood, and has made important contributions to alleviating the housing problems. The PPP financing model is the development and enrichment of other models such as BOT, ABS and TOT. And gradually develop into a mature financing system. At present, the financing situation of some large-scale basic construction in our country mostly adopts this mode, broadens the fund channel, and has played an important role in alleviating the shortage of funds for the project construction. It can be seen that the first step in the development of public rental housing construction is how to solve the financing problem of public rental housing projects, that is, the PPP model is effectively applied to the construction of public rental housing. In order to realize the purpose of correctly evaluating the financing risk and avoiding the financing risk in the construction of public rental housing in our country at the present stage. The research object of this paper is the research on the risk management of the PPP financing mode of the public rental housing project in China. Facing the risk factors that may be encountered in the PPP financing mode of the public rental housing project in China, this paper makes a comprehensive analysis. And put forward the scientific countermeasure to the PPP model public rental housing project risk sharing, and put forward the theoretical basis for avoiding the risk in the construction process of the public rental housing project in China. This paper is divided into four chapters. The first chapter, introduction, discusses the research background, research significance and domestic and foreign research status of this paper; the main research content and research ideas. The second chapter, the public rental housing project PPP financing model related theory. Based on the origin, definition and objective characteristics of PPP financing model, this paper analyzes the problems of the current public rental housing project financing mode in China, such as limited financing channels, low financing efficiency, lack of financing institutions and lack of financing system. The third chapter, the PPP financing model of public rental housing project risk analysis. Including defining the meaning, characteristics and classification of the risk; using the checklist method and flow chart method to identify the project risk; using AHP to evaluate the project risk. The fourth chapter, PPP model public rental housing project risk sharing and countermeasures. This paper analyzes the PPP model public rental housing project risk sharing principles, risk sharing framework risk sharing game, PPP model public rental housing project risk factors, risk sharing strategy and risk sharing mechanism are summarized and summarized.
